    I got in earlier enough to get the limited parking. My truck was safe but I was cautioned not to leave valuables in the cab or camper. The room was comfortable, clean and nicely furnished. It is on the cozy side, small walking around room but not an issue. Bathroom was bright in good condition. Decent TV, microwave, coffeemaker, closet iron. Even though the room was right above the street, we didn t hear traffic, only emergency sirens in the night. We didn t hear any other guests even thought the hotel was completely booked. The desk clerk was polite and friendly; giving public transport info offering coffee.

    The California Medical Association (CMA) encourages Californians to think and talk with loved ones about their wishes for end-of-life medical care before a serious illness or injury occurs. CMA has developed a number of guidelines, forms, and other resources to assist providers, patients, and loved ones with making important end-of-life decisions.

    On October 5, 2015, California became the fifth state in the nation to allow physicians to prescribe terminally ill patients medication to end their lives. ABX2-15, the “End of Life Option Act,” permits terminally ill adult patients with capacity to make medical decisions to be prescribed an aid-in-dying medication if certain conditions are met.     Advance Health Care Directive

    In California, advance directives are the legally recognized format for living wills.     To that end, we were pleased this week to receive our students’ ERB results from the spring. This assessment compares our students to peers in private and independent schools across the country, and unlike the test children take in California public schools, the ERB uses a constructed response section to look at students’ thinking, not just multiple choice questions. Thus, it assesses critical thinking at a much deeper level.

    Here are the results from this year’s graduating class:


    • 60% of our students scored in the 8thstanine, which means they were in the top 11% of students who tested nationally .
    • 87% of our students scored in the 7th stanine, which means they were in the top 23% of students who tested nationally .

    Program Overview

    This program specifically prepares teachers for the diversity of languages and cultures often encountered in California’s public school classrooms. It prepares candidates to address the needs of students who speak English as a native language and/or as a second language in the elementary school setting. An underlying principle of the program is the belief that all children (regardless of race, ethnicity, gender, ability or economic status) are capable of learning and educators can make a difference in their lives. Emphasis is placed on the K-8 student as actively engaged in his/her learning.

    Upon completion of the program, candidates will be eligible for the Preliminary Multiple Subject Teaching Credential issued by the Commission on Teacher Credentialing (CTC).

    Choosing an RN Program in California

    Considering a program in registered nursing? The most essential factor is that the program be license qualifying. Any program operating within California must be approved by the Board of Registered Nursing. A list of approved schools is available on the Board site ( ). The Board has also issued a warning about unapproved schools operating within the state.

    There are approximately 150 registered nursing programs approved to recruit in California. What, besides location, should your decision be based on?

    Degree Options

    Students may opt for an associate or baccalaureate level nursing program. Those with prior degrees may opt for a direct entry master’s program. Candidates should be aware that, while all graduates are eligible for the RN license, those with degrees at the BSN level or higher are often at a hiring advantage.

    Suppose you start at the associate’s level but plan to pursue a baccalaureate degree? You may want to consider articulation agreements between schools. California does not have a statewide articulation agreement, but many individual schools have agreements. You can expect a community college to have an agreement with some state university. Additionally, students should be aware that units taken at regionally accredited institutions often transfer more easily than those taken at nationally accredited institutions.

    If you already have an LPN license, California has a 30 unit option. You do not necessarily have to earn a degree to move up to RN level licensure. However, you will not be eligible for licensure in all states. This may also make it more difficult to earn a BSN later.

    Test Scores

    Another consideration is test scores. Whatever your school, you will ultimately be taking the same exam: the NCLEX-RN. The Board of Registered Nursing lists NCLEX pass rates by program ( ). You can view a full five years of scores.

    Test scores can reflect two things: the quality of the nursing education and the stringency of admission requirements.

    Admission Requirements and Timelines

    Can you get in – and how long will it take? Schools typically have far more applicants who meet minimum standards than they have slots. In fact, the American Association of Colleges of Nursing (ACCN) reports that, though 20,402 California students were taking nursing courses at the BSN level or higher in 2012 and fully 6,686 graduated, a startling 6,913 were turned away. How do schools handle this situation? Some schools have a waitlist. You may be assured a spot if you meet the stated requirements. The flip side is that you may have a year or two to wait.

    Some institute a point system to determine who gets in. TEAS scores and grades in science and general education courses are often considered. As a prospective nursing student, you may want to consider not just the minimum standards, but the typical profile of the admitted cohort.

    Financial Considerations

    Costs vary widely. Sometimes the price of getting into a program – without being one of those top contenders – is going to a more expensive private school.

    Nursing students don’t always bear the brunt of the cost. In addition to standard financial aid like the Pell Grant, there are moneys set aside specifically for nurses. Some are tied to a practice obligation. The California Board has assembled a list of financial aid resources ( ).

    The Bureau of Labor Statistics reports a mean wage of $94,120 for California RNs – which is not to say that a nurse should expect to make this figure at a first job. Salaries depend on experience and on type of position; a charge nurse or a nurse with expertise in a specialty will typically make more than a beginning nurse.

    What is Hospice?

    Who Qualifies for Hospice Care?

    What if I Get Better?

    What if I Change My Mind?

    When someone elects hospice care, they choose comfort care rather than curative treatments. At anytime during the course of hospice care, you may decide to change your mind and pursue curative treatment and you can choose to discontinue hospice care.

    What if My Loved One Lives Longer Than 6 Months?

    Patients can be on hospice for more than 6 months as long as they continue to qualify for coverage. Patients are reevaluated every 2-3 months, to determine if they are still eligible for local hospice care. Hospice care will continue to be provided as long as a patient qualifies.

    However, if a patient’s condition or prognosis improves and they are no longer eligible, they will be discharged from hospice. Patients may always come back on hospice if their condition worsens at a later time.

    ABA approved online law schools do not yet exist.

    ABA approved online law schools don’t exist yet because the ABA Standards for the Approval of Law Schools currently do not allow for an online law school Juris Doctor degree program. ABA Standard 306 allows an ABA approved law school to award up to 12 credits toward the Juris Doctorate degree for distance education courses, but does not set any guidelines or standards for online law schools. ABA accredited law schools can only grant four credits a semester and students cannot take online law school classes in their first year of law school.

    The State Bar of California has approved online law schools in order to provide students an opportunity to receive a legal education while working. One approved online law school the California School of Law is committed to providing an education as close to an ABA residential law school as possible online.

    Donald Polden, Dean of the Santa Clara University School of Law said “There’s growing comfort with online education as a useful and meaningful method of offering a part of the law school curriculum,” he says. “[But], for a high quality program, you have to have students together because so much of learning happens in that interaction in the classroom space.”

    That is exactly what the California School of Law’s does. Their virtual classes meet each week on Tuesday and Thursday evenings with students and professors participating in a live video conference in which they discuss and debate the law as if they were physically in the same room. In these classes students and professors utilize the traditional Socratic Method. The virtual classes at the California School of Law provide a genuine law school experience at a pace and cost that is manageable for a working adult.

    For over a hundred years all of the law schools in the United States have taught using the Socratic question and answer method, and all of the ABA approved law schools in the United States teach by the Socratic Method. Under the Socratic Method system of legal instruction, before each class students are assigned cases and statutes to read and brief. A crucial part of the learning process, students are questioned by the professors, sometimes rigorously with follow-up questions, regarding the facts, rule of law, and the court’s reasoning.

    At the California School of Law students have over 270 hours of class time a year and can form study groups that can meet at any time. And with Westlaw the students have access to the largest law library in the world.

    Approved Online Law Schools

    The legal profession has traditionally been conservative and slow to adapt to change. Also, there is no pressure on the ABA approved law schools, since bricks-and-mortar schools are having no problem attracting applicants to pay their hefty tuition. More than 100,000 people apply annually for 45,000 open seats at ABA approved law schools. Average cost of law school is upwards of $50,000 to $150,000 for a degree, depending whether a school is public or private.

    At the California School of Law classes are paced and the tuition of $9,000.00 a year is a cost that is manageable for a working adult. State of the art technology enables students to submit examinations, essays and memoranda of law online, for professors to review, discuss, and grade.     I stayed there awhile ago.I wanted to post a review because I have to give the management praise for awesome service.Its been about a yr so unsure if its same management.Its the couple who runs the place that made the stay there mhch more pleasant.They went out of their way to accommodate us.Always extremely friendly,professional, if ever an issue arised they were prompt to take care of itRomm we had had newer wood flooring,extremely clean.There were a few roaches,older tv that didnt really wrk,no mini fridges for wkly guests bed was higher on one side.Even with the things that weren’t acceptable I was still happy only due to awesome couple who manages the motel. If it werent for them i would prabably give a one star.But havong ppl such as them made a world of a difference. I would recommend it if your on a budget in a jam and need the bare necessities to be satisfied. Great customer service goes a long way. Perfect example of that with managers like they have there.

    Long Beach Inn is truly the best. We were there for a wedding and stayed for a week. This motel is convenient to everything with its central location if you plan to visit Los Angeles and its many tourist and business attractions (The location was very convenient to everything we wanted to do). Our room was clean, comfortable and quiet, and the rate was much lower than most places we looked at in the city. The energy of the multicultural neighborhood was invigorating. The motel staff could not have been more gracious and helpful. We had a great time and We’d recommend this motel to friends, without a doubt. Excellent location on Pacific coast hwy and very close to Long Beach downtown and convention center.

    The California motor vehicle code is a compendium of laws passed by the California state legislature relating to the California Highway Patrol, the California Department of Motor Vehicles (DMV), vehicle registration, vehicle ownership, and operation of vehicles.     This was a good hotel for the.

    This was a good hotel for the price. We wanted a place with free Internet and free breakfast and both services were great! The room was small but nice, we were hardly there, so it was good. The breakfast is pretty good, LOVED the waffles and the hard boiled eggs 🙂 There is also coffee out for guests 24/7 but sometimes they run out. The front desk staff was very nice and helpful, I forgot a comb, so they gave me one and we were told up front that there was a charge if the safe was used, so we surrendered the keys right away (dodged that bullet right away, just in case!) The parking situation, is a bit hectic though. VERY small spots and they charge $26 per night per car. Be prepared for that. The area that it is located is very convenient. Close to Fisherman’s Wharf and an even shorter walk to the famous Crooked Lombard St. The neighborhood felt pretty safe, we walked to Ghiradelli Square after dark and didn’t feel endangered at all. Oh, and at the hotel, when you book it, request a water view! Would stay again! Also, if you get the chance: Check out Sausilito right across the Golden Gate Bridge, beautiful, quaint little town! And you can take the ferry back instead of walking back across the bridge!

    I actually look forward to staying here at the Hyatt Regency Embarcadero when I travel to SF on business, so much that I have stayed here on vacation as well. I like everything about this place – service, food, location, room size and decoration, cleanliness, amenities available in the room (coffee, hair dryer, etc.), working temperature control, beautiful views on any side of the hotel, walking distance to many fantastic SF spots. I lik stepping out of the hotel and seeing a cable car right in front of me. I stay here 3 or 4 times a year, have been for many years. I miss the Christmas train set up in the lobby of past years, condolences on the passing of the employee who used to organize that. However they still do a fabulous holiday decorating job in the cool atrium lobby during November and December. Note that this is not a luxury hotel but it is not a budet hotel, either! I am here now, just finished a fabulous asparagus and crab omelette with coffee and toast, in my room for $48. I have been in many hotels in many cities, but the Hyatt Regency Embarcadero is the only one I don’t really have complaints about and actually look forward to. Good job, Hyatt!

    State lawmakers have unveiled an ambitious plan to reform how counties in California set bail for defendants while they wait for their cases to be resolved or go to trial.

    New language added Friday to bills by Assemblyman Rob Bonta (D-Oakland) and Sen. Bob Hertzberg (D-Van Nuys) would prevent criminal defendants from having to post money as a condition of release from jail and would shift some power from judges to pretrial services agencies to assess the risks they would pose if allowed out in the community.

    Under the legislation, each county would have to establish its own pretrial services agency to track inmates, remind them of court dates and develop “risk-assessment” tools to determine whether a defendant should be released. The programs, in use in other states, allow court and pretrial staff to use data and other evidence to determine whether a person is a risk to the public or likely to flee their charges.

    “The bottom line is we are trying to get to the point that the determining factor for pretrial release is not the size of your wallet, but the nature of your risk,” Hertzberg said. “Are you a risk to society? Are you a public safety risk?”

    Bonta and Hertzberg said they have assembled a broad coalition of organizations and lawmakers from both sides of the aisle to push the bail reform forward. Debate over the issue has raged nationwide and has often been waged in court, with cities and counties across the country facing lawsuits over policies that some legal experts say have turned jails into modern-day debtors’ prisons.

    In California, where at least two federal lawsuits over bail practices are pending, 2015 data from the Public Policy Institute of California found more than 60% of people in county jails were awaiting either trial or sentencing.

    When a person is arrested, judges set bail according to a county fee schedule based on the gravity of the alleged crime. Defendants must post the amount upfront or pay a 10% fee to a bond company before they are let go.

    Those who can’t afford to do so can remain incarcerated up to an additional 48 hours before they are formally charged and arraigned. A judge then sets the conditions for release before trial, weighing such factors as whether a defendant is a threat to his or her community.

    Under the proposed legislation, Bonta and Hertzberg said the money bail system would not be completely eliminated, and judges would still have final discretion to use it in compelling cases.

    Defendants charged with violent crimes or certain misdemeanors, including some domestic violence offenses, would continue to be held in jail until their arraignment before a judge. Defendants who commit a crime while they are released when their case is pending would be subject to a hearing.

    But the legislation would require that bail be set based on a person’s income.

    “We didn’t want to have unbridled judicial discretion,” Bonta said. “We wanted to provide policy guidance to help determine where that discretion is exercised and how.”

    The bills are likely to face tough opposition at the Capitol, where legislation requiring counties to use risk-assessment tools when preparing pretrial reports for inmates has failed in the past.

    Significant questions remain, such as the cost of the proposed pretrial services to provide inmates with support and monitoring, including the use of GPS devices. And bail bonds companies point to the potential cost to taxpayers. Other opponents argue money bail works, protecting the community while allowing defendants to fight their cases.

    Wendy Zamutt, who owns a bail bond business in San Diego, said she is trained to screen her clients and provides support to every one. But the laws must be strict on criminals, she said.

    “They are not people who forgot to bring their library books back on time,” she said. “We can’t allow these people to return on a promise. It doesn’t work. It has never worked.”

    Criminal justice advocates counter the proposed laws could lead to long-term savings from keeping fewer defendants in jail. Incarceration expenses vary widely across the state, but counties spend an average of more than $100 per day to jail each defendant, according to the Public Policy Institute of California.

    Mica Doctoroff, a legislative advocate with the American Civil Liberties Union of California’s Center for Advocacy and Policy, said the money bail system is not cost-effective and fuels poverty and racial disparities in the system. It “is not working for California,” she said.

    Then there is the human toll, Bonta said. Time in jail can cost someone their car, their jobs, their kids.

    “Many will take pleas when they shouldn’t have been detained in jail in the first place,” he said.

    How to File Bankruptcy in California

    If you are contemplating bankruptcy in California, there are several important decisions you must make as you start. First, try to avoid formal bankruptcy by finding an alternative way to pay off your debts. Second, before you can file for bankruptcy you will need to complete a required counseling class that will help you determine your eligibility. Once you file for bankruptcy and complete the process, most of your debts will be discharged. However, some debts will remain with you.

    Finding Alternatives to Bankruptcy Edit

    Avoid bankruptcy on your own. Before you dive into bankruptcy proceedings, try to take some steps to avoid the process altogether. If you’re financial situation is not beyond repair, try:

    • Reducing expenses;
    • Increasing your income;
    • Negotiating lower interest rates; and
    • Selling your property. [1]

    Contact creditors. If you cannot avoid bankruptcy without some help, start by contacting your creditors to work out a payment plan. [2] If you do not want to do this on your own, hire a credit counseling agency or lawyer to act on your behalf. They can help you make a budget and negotiate repayment plans with lower interest rates and reduced principal. In addition, credit counseling agencies and lawyers can work to stop the harassing calls and aggressive collection practices.

    • If you are going to hire a credit counseling agency, be aware of scammers. [3] Do some research and make sure the agency you hire is legitimate.

    Obtain a debt consolidation loan. An unsecured debt consolidation loan will pay off your creditors while you will be left to pay off the loan itself. If you have the means, you can also consolidate your debts through a second mortgage or a home equity line of credit.

    • Be aware that if you choose to take out a second mortgage or a home equity loan, you will be required to use your home as collateral. If you fail to make the required payments, you could lose your home. [4]

    Complete a credit counseling plan. If you enroll in a credit counseling plan, your creditors will be more likely to reduce interest rates and accept lower payments because you will enter into a debt repayment plan. As part of your plan, you will deposit money each month with the credit counseling service and they will pay your creditors according to the payment schedule you agree upon.

    • When you are choosing a credit counseling service, be sure to look at the fees. Some services will charge little to no fee to manage the plan. Other services will charge monthly fees that will add up over time. [5]

    Look at your options. There are four main options when you file for bankruptcy. Each one is named for the federal Bankruptcy Code chapter that describes them. Chapter 11 proceedings are most often used for corporations and Chapter 12 proceedings are for family farmers. Unless you fit into one of those categories, your focus will be on Chapters 7 and 13.     Qualify for Chapter 7. If you file for Chapter 7 bankruptcy, your qualifying assets will be liquidated (i.e. sold by the court) and the proceeds will be used to pay your creditors. You will keep exempt property and while most of your debts will be wiped out, some debts are excepted from these proceedings.

    • You cannot file for Chapter 7 bankruptcy unless you pass the Means Test or are exempted. [16]

    Determine if you have to take the Means Test. If you want to file for Chapter 7 bankruptcy you must pass the Means Test unless you are exempt. This test only applies to higher-income filers so if your income is below the California median for your household size you are exempt from the test and may file for Chapter 7 bankruptcy. You are also exempt from the test if your debts are not primarily consumer debts or if your debts were incurred while on active duty in the military and you are a disabled veteran.

    • The Means Test is used to determine if Chapter 13 is a viable option as opposed to Chapter 7. [17]

    Select Chapter 13. If you file for Chapter 13 bankruptcy, you will work out a repayment plan with the court and will pay off your debts over a three to five year period. To qualify, you must have a regular income that rises above a certain level.

    • In Chapter 13 proceedings, you will keep your property. However, there are limits to how much debt and what type of debt you can have and still qualify for these proceedings. [18]

For this reason, DMV hearings should only be handled by a lawyer with specialized experience in DUI defense and California DMV cases. To suspend a driver’s license following a California drunk driving arrest, the Department of Motor Vehicles need only prove by a preponderance of the evidence (more likely than not) that the police had reasonable cause to believe a violation of Vehicle Code Section 23152 or Section 23153 was committed, that the driving under the influence arrest was lawful, and that the driver had a blood alcohol concentration (BAC) of 0.08 percent or greater at the time of driving.     Calif. to offer low-cost insurance to new immigrant drivers

    State officials hope a new law that offers California driver’s licenses to immigrants in the country illegally will also spur them to buy insurance.

    To encourage the practice, the California Department of Insurance is aggressively marketing its Low Cost Auto Insurance program to the large pool of immigrants projected to seek licenses under the AB 60 law taking effect Jan. 1.

    “It would be a tragedy if after all this effort, the 1.4 million people who are getting driver’s licenses for the first time don’t have auto insurance,” said Insurance Commissioner Dave Jones.

    Jones and others recognized that the cost of getting licensed — $33 — is a lot cheaper than buying insurance for hundreds of dollars a year. So, Jones, working with Senator Ricardo Lara, D-Bell Gardens, got the state Legislature to open up the low-cost insurance program to the new category of immigrant drivers.

    “The price will be less than $450 a year, which is less than $38 a month,” Jones said. He said that’s about a third of what it costs to get private auto insurance in many markets across California.

    Jones said more than 90 percent of AB 60 applicants are expected to be Spanish speakers. So the state’s been pushing its low-cost insurance through Spanish-language media and ads like this:

    Los Angeles-based insurance broker Susan Rocha said the state program likely offers the lowest prices for low-income immigrant drivers, especially since they have no official driving record.

    “Any place else it’s going to be much more, because they are considered a new driver,” Rocha said.

    But Rocha cautioned that the state’s low-cost program is very basic, and those who can afford more might want to join a private plan with beefier coverage. If they can jump on a relative’s plan, they may be able to enjoy loyalty discounts, Rocha said.

    For years, California law has allowed immigrants in the country illegally to buy insurance even without a license. But day laborer Alfredo Vidal said he just didn’t see the point.

    “Why?” said Vidal, who borrows his friend’s pick-up truck for construction gigs around L.A. “I don’t have a driver’s license.”

    But going without insurance can lead to hundreds of dollars in fines, not to mention losing one’s driver’s license, and car registration. In a crash, a driver might not be able to afford thousands of dollars in repairs. Some drivers might be apt to leave the scene. And this could raise insurance costs for everybody.

    Vidal was willing to accept the risks.

    “I have to take people with materials to the houses,” Vidal said. “I have to be driving all the time.”

    Immigrant advocates have largely avoided handing out insurance advice. Ana Garcia gives workshops on the new law for the Central American Resource Center, and said her priority is helping immigrants get their license.

    “We only went over insurance when they take the driving test,” Garcia said. “I let them know that whatever car they need to use for the driving test needs to be insured.”

    For his driver’s test, Vidal said he’ll borrow his friend’s car, which is already insured. If he passes and gets his license, Vidal says he’ll take all the proper next steps.

    “We’re going to get insurance – everybody,” Vidal said. “We know it’s the law.”

    Kevin Johnson’s charter schools have long angered unions. Now teachers there may join one.

    A majority of teachers at the St. Hope Public Schools charter system have signed a petition to become members of the Sacramento City Teachers Association, the labor union announced Wednesday.

    If completed in the coming months, as SCTA officials expect, the marriage of the activist-style teachers union and the charter school system founded by former Mayor Kevin Johnson would be an odd pairing within the Sacramento City Unified School District.

    No other independent charter schools in the district have unionized, and education labor leaders have long been critical of Johnson and his wife, Michelle Rhee. The Sacramento teachers union has remained an ardent opponent of St. Hope since it won school board approval to convert Sacramento High School to a charter campus in 2003.

    Rhee is a prominent advocate for charter schools, chairs the board for St. Hope and is the former chancellor for Washington, D.C. public schools, where she drew controversy for bucking the teachers union.

    “It used to be insurance companies and the trial lawyers doing the big fight,” said Sacramento political consultant Andrew Acosta. “Now you have this becoming much more of teachers unions vs. charter school playing itself out.”

    The Sacramento teachers union has eyed St. Hope schools for years. John Borsos, executive director for the labor group, said there have been periods since the school system was created more than a decade ago that educators expressed an interest in trying to organize.

    “From the moment St. Hope was created, there was always a belief that if educators decided it was right for them, then being unionized made sense,” Borsos said.

    St. Hope has more than 1,600 students and 100 teachers in four schools: Sacramento Charter High, P.S. 7 Middle School, P.S. 7 Elementary and Oak Park Prep. Its largest school – the high school – has more than 900 students and occupies the former campus of Sacramento High School. The city’s oldest high school, Sacramento High faced possible state takeover in 2003. It closed in June and reopened the next fall as a charter. Within a few years, its graduation rates improved and academic performance improved and its dropout rates fell. By 2009, more than 70 percent of its graduating class was accepted to a four-year college.

    Stephanie Farland, a consultant on charter school oversight in California, said she sees the benefits that students can receive when there is no labor agreement. But she also sees the price that young or new teachers pay because of high involvement, home visits and long hours.

    “Charter schools often are successful because they have highly engaged and involved staff,” said Farland, executive director of Sacramento-based Collaborative Solutions for Charter Authorizers, which works with school districts and county education offices in California.

    One of the reasons, she said, is that “most charters don’t have union rules they have to follow. They really work the teachers pretty hard.”

    That translates into historically high turnover rates and burnout, she said. “While they are there, they are doing a great job,” Farland said. “But once they burn out, there are really no protections for them.”

    She said she understands the need for teachers to be paid well and fairly. “But for the charters that are successful and have high expectations for teacher involvement, I think unionization is going to hurt that.”

    Statewide, about 30 percent of charter schools had some form of collective bargaining agreement or representation in 2015, according to the California Charter Schools Association.

    “I think it has a lot to do with the national political context,” Borsos said. “I think there’s a lot of uncertainty and concern. And I think that one thing the labor movement has represented is stability, job security and professional advocacy. And the national turmoil has percolated down into the communities. I think people are feeling the turbulence.”

    Borsos said the labor group expects that “when people see the success that St. Hope educators have,” teachers at other charters will want to join in.

    The SCTA cited a lack of transparency and high turnover as key issues with the St. Hope system.

    Kingsley Melton, a law and public service teacher at Sacramento High, was among those who talked to co-workers about signing the SCTA petition.

    “It was not easy,” Melton said of those conversations. “But it was easy to talk about the issues. We’re all in agreement: teacher turnover, lack of voice in the decision-making process involving kids and financial transparency.”

    Melton, 40, said some teachers were worried about their own job security. But he said he and others are devoted to the school.

    “I do believe wholeheartedly in our school’s mission and vision,” he said, describing the mission as providing students skills and the mindset to graduate from college. “I see unionizing as the best way to do that.”

    Dominique Amis, chief operating officer for St. Hope, said in an email that any unionization may change the culture of success in the school system.

    “We recognize that there are improvements we can make to ensure our staff feel valued and supported,” she wrote. “We think the best way to do this is through direct, collaborative conversations and actions with our staff rather than combative contract negotiations driven by external parties. The flexibility, autonomy, and collaborative environment we have built at St. Hope has dramatically improved the academic performance and outcome for our students.”

    She said that any form of unionization “may challenge the environment and culture of success we have built and prioritize the desires of adults over the needs of our students.”

    Amis cited the high school’s strong record of graduating more college-eligible African American male students than all other high schools in the district. The college-eligible rate for the entire high school, she said, is 98 percent. In 2003, by contrast, just 39 percent of the graduating class was college eligible, she said. The high school serves a mostly minority population.

    SCTA submitted a petition signed by a majority of teachers, psychologists and counselors to the state Public Employment Relations Board on Friday.

    J. Felix De La Torre, general counsel for the employment relations board, said the agency sent a letter to St. Hope Public Schools on Tuesday asking administrators to post notices of the labor effort at school sites for 15 working days.

    De La Torre said the school system has the option of filing an objection to the unionization based on procedural or other grounds, and those objections would be investigated.

    St. Hope also has 20 days to provide the agency with a list of all employees in the proposed labor unit and their job classifications.
