OxyContin a significant threat. Use traditionally has been in the Caucasian population, but now is also in the African-American population. Marijuana

Cocaine

Powdered cocaine and crack cocaine a significant threat. Mexican criminal groups and, to a lesser degree, other ethnic criminal groups bring cocaine from the Southwest Border to Ohio cities as well as to Detroit and Chicago. From those places, cocaine is distributed throughout Ohio.

Heroin

Distribution and abuse increasing. The rising availability of high-purity, low-cost heroin is creating a large user population who have a greater physical risk. In southern Ohio, Mexican black tar is predominant. In northern Ohio, South American as well as Mexican black tar are predominant. Mexican brown heroin is a problem in both regions.

Dominican criminal groups control the distribution of South American heroin, while Mexican criminal groups control distribution of black tar and brown heroin. Heroin is transported from the Southwest Border to Cleveland, Cincinnati, Columbus and Toledo as well as to Detroit and Chicago. From those places, the drug is distributed throughout Ohio.

Methamphetamine

Increasing. Primary suppliers are Mexican drug trafficking organizations. To a lesser extent, in-state labs produce small quantities for personal use and local distribution. Although meth manufacturing and use are increasing, abuse has not reached the levels of other states in the Midwest.

Club drugs

Growing in popularity in urban areas. The use of club drugs such as Ecstasy (MDMA), GHB, ketamine and LSD has steadily increased in Ohio. Labs in the Netherlands and Belgium transport the drugs to Ohio through distribution centers in Miami, New York City, Philadelphia and Washington, D.C. Most MDMA traffickers are independent entrepreneurs. Retail dealers of MDMA are typically high school or college students.

How common is co-occurring PTSD and SUD in Veterans?

Studies show that there is a strong relationship between PTSD and SUD, in both civilian and military populations, as well as for both men and women.

Specific to Veterans:

  • More than 2 of 10 Veterans with PTSD also have SUD.
  • War Veterans with PTSD and alcohol problems tend to be binge drinkers. Binges may be in response to bad memories of combat trauma.
  • Almost 1 out of every 3 Veterans seeking treatment for SUD also has PTSD.
  • The number of Veterans who smoke (nicotine) is almost double for those with PTSD (about 6 of 10) versus those without a PTSD diagnosis (3 of 10).
  • In the wars in Iraq and Afghanistan, about 1 in 10 returning soldiers seen in VA have a problem with alcohol or other drugs.

How can co-occurring PTSD and SUD create problems?

If someone has both PTSD and SUD, it is likely that he or she also has other health problems (such as physical pain), relationship problems (with family and/or friends), or problems in functioning (like keeping a job or staying in school). Using drugs and/or alcohol can make PTSD symptoms worse.

  • PTSD may create sleep problems (trouble falling asleep or waking up during the night). You might “medicate” yourself with alcohol or drugs because you think it helps your sleep, but drugs and alcohol change the quality of your sleep and make you feel less refreshed.
  • PTSD makes you feel “numb,” like being cut off from others, angry and irritable, or depressed. PTSD also makes you feel like you are always “on guard.” All of these feelings can get worse when you use drugs and alcohol.
  • Drug and alcohol use allows you to continue the cycle of “avoidance” found in PTSD. Avoiding bad memories and dreams or people and places can actually make PTSD last longer. You cannot make as much progress in treatment if you avoid your problems.
  • You may drink or use drugs because it distracts you from your problems for a short time, but drugs and alcohol make it harder to concentrate, be productive, and enjoy all parts of your life.

Evidence shows that in general people have improved PTSD and SUD symptoms when they are provided treatment that addresses both conditions. This can involve any of the following (alone or together):

Alcohol and Drug Counseling

The Alcohol and Drug Counseling Program (ADC) prepares graduates for temporary or full licensure with the Minnesota Board of Behavioral Health as Alcohol and Drug Counselors.

The program is designed for students who want to learn more about chemical dependency issues and/or whom desire a career as an addiction counselor. Students gain valuable classroom knowledge in 12 core areas of addiction counseling theory, practice, and skill development. Through the required practicum placements in a licensed chemical dependency facility students gain valuable and necessary practical experience under the supervision of a Licensed Alcohol and Drug Counselor.

The program does not license a student as an alcohol and drug counselor. It does provide the minimum college coursework and practicum opportunities needed to apply for licensure in the State of Minnesota. Upon successful completion of the Alcohol and Drug Counseling Program at RCTC, students are eligible to sit for the IC RC national exam and can apply for at least a temporary licensure with the Minnesota Board of Behavioral Health. Graduates whom hold a bachelor s degree or higher are eligible to apply for full permanent licensure.

The curriculum provides students with 19 credits of specific alcohol and drug counseling coursework in at least 12 core competency areas including: foundational theory, screening, intake, orientation, assessment, treatment planning, counseling skills, case management, crisis intervention, client education, referral, record keeping, consultation, ethics, multicultural aspects, pharmacology, and co-occurring disorders. An 880-hour practicum is the pinnacle of the academic experience.

RCTC offers an Associate in Science Degree in Alcohol and Drug Counseling. The degree includes the professional core of addiction coursework as well as the necessary general education credits. RCTC also offers a Certificate in Alcohol and Drug Counseling. The certificate option is designed for students whom have an Associate degree or higher and focuses on the professional core of addiction coursework.

Students can enroll on a part-time or full-time basis and may begin either fall or spring semester. Currently all but two of the Human Service (HS) Alcohol and Drug Counseling (ADC) core classes are open to any enrolled RCTC students. The two HS ADC core classes that are not open to all RCTC students are the clinical practicums. Students interested in accessing the clinical practicums must complete a PRACTICUM application form and meet all of the requirements outlined in the form.

Graduates of the program may apply for temporary or permanent licensure as Alcohol and Drug Counselors through the MN Board of Behavioral Health. Graduates may also work directly in the addictions field as chemical dependency technicians, case managers, or residential managers.

Crime in the United States has declined substantially in recent years. Homicide, robbery, rape, and assault have all dropped sharply since highs in the early 1990s. Substance abuse has declined less sharply, however, and drug-related arrests have actually increased steadily, reaching record highs over the past few years. The number of people under some form of correctional supervision, meanwhile, has also continued to reach new highs. In 1996, over 5.5 million Americans (or about 2 percent) were in prison, jail, on probation or parole.

While criminologists (and, indeed, most Americans) agree that more needs to be done to lower the national crime rate, there are sharp differences over how this should be accomplished. Some believe that tougher enforcement policies should be pursued, including increased spending on law enforcement and prison facilities, longer sentences for offenders, and stepped up use of the death penalty for the worst crimes. Others argue that more money needs to be spent on prevention, including social services and education, to provide hope and opportunity for potential offenders.

    Abstract

    A carotenoid-derived hormonal signal that inhibits shoot branching in plants has long escaped identification. Strigolactones are compounds thought to be derived from carotenoids and are known to trigger the germination of parasitic plant seeds and stimulate symbiotic fungi. Here we present evidence that carotenoid cleavage dioxygenase 8 shoot branching mutants of pea are strigolactone deficient and that strigolactone application restores the wild-type branching phenotype to ccd8 mutants. Moreover, we show that other branching mutants previously characterized as lacking a response to the branching inhibition signal also lack strigolactone response, and are not deficient in strigolactones. These responses are conserved in Arabidopsis. In agreement with the expected properties of the hormonal signal, exogenous strigolactone can be transported in shoots and act at low concentrations. We suggest that endogenous strigolactones or related compounds inhibit shoot branching in plants. Furthermore, ccd8 mutants demonstrate the diverse effects of strigolactones in shoot branching, mycorrhizal symbiosis and parasitic weed interaction.

    Court-Ordered Drug Rehab and Addiction Treatment: What You Need to Know

    If you’re charged with a non-violent drug or alcohol related crime, there’s a reasonable chance that you can avoid prison by agreeing to get addiction treatment instead.

    Rules vary by jurisdiction, but in general, the three basic ways you can get treatment instead of jail are:

    1. The judge in a conventional criminal court may sentence you to some form of addiction treatment as a part of your sentence
    2. Your lawyer may work out a deal with the prosecutor prior to your appearing in court so that you can complete a certain period of treatment as part or all of your punishment
    3. You may have the opportunity to appear in drug court. instead of a conventional adult criminal court

    Are You Eligible? Can You Avoid Prison by Getting Addiction Treatment Instead?

    Maybe. – Alternative sentencing laws vary by jurisdiction, but you should talk to your lawyer about the possibility of getting diverted to treatment instead of jail, especially if:

    • This is your first or second offense and you have no history of violence or sexual assault
    • You are a non violent offender and haven’t committed a sexual offense
    • You’ve been arrested on a drugs crime, were intoxicated or high when you committed your crime or your addiction to drugs or alcohol contributed to your committing of a crime.
    • You are addicted to drugs or alcohol
    • You are willing and able to comply with any mandated treatment
    • You are willing to plead guilty to your crime (in many states, after successfully completing court mandated treatment your criminal record is expunged)

    What’s a Drug Court?

    You may also be given the option of appearing in a drug court, rather than a conventional adult criminal court.

    Within the justice system, drug courts operate to divert appropriate offenders out of the prison track and into addiction treatment. As of May 2012, there were more than 2,600 drug courts in operation in America. 1

    You cannot be forced to participate in drug court (participation is voluntary) but if you decide to participate you will have to plead guilty to your crime and agree to participate in an addiction treatment program. Some common components of a drug court sentence include:

    • A sentence length of between 1 and 2 years
    • Mandatory treatment participation
    • No drug or alcohol use
    • Frequent random drug and alcohol testing
    • Frequent court appearances for progress updates
    • Making restitution to victims (if any) by community service or payment
    • Rewards for program compliance and sanctions for infractions, like failed drug tests (a weekend in jail, for example.) 2

    Drug court can keep you out of prison, but only if you live-up to your end of the bargain.

    Can Forced Treatment Really Work? Don’t You Have to WANT to Quit?

    Despite the popular belief that you must hit rock bottom before you can start to get better, people forced into treatment programs have similar outcomes to people who enter into treatment for other reasons.

    For example:A California study on methamphetamine users found that both people coerced into treatment by the criminal justice system and people entering into treatment of their own accord had similar rates of methamphetamine use post treatment, similar rates of total abstinence post treatment and similar overall recovery rates at 24 months post treatment.

    Interestingly, one factor that affected the success rates of both the coerced and voluntary treatment seekers was duration of treatment. Universally, people who stayed in treatment for longer periods had better outcomes than people who finished with treatment more quickly. 3

    Why Does Coerced Treatment Work Just as Well?

    It seems like you’d have to want treatment to have any hope of benefiting from it – after all, though the courts can make you listen, they can’t force you to really change your thinking. So why does it work then?

    No one knows for sure, but a common explanation is that though you might not want treatment at the beginning, you might also change your tune as you progress through the program, learn more, make gains and feel better and start to see that a life of recovery is not only possible – it’s desirable.

    Sometimes it’s just hard to see the possibility of a better future through the foggy thinking of drug or alcohol addiction.

    In any case, one thing you can be sure of is that addiction treatment works a whole lot better than prison to reduce drug and alcohol use. Compared to non treated offenders, criminal justice clients who completed a drug court imposed sentence:

    • Failed fewer drug tests (29% vs. 46%)
    • Were less likely to get rearrested (52% vs. 62%)

    How Much Is Court Ordered Substance Abuse Treatment Going to Cost?

    In virtually all cases, you are responsible for finding and funding your court ordered treatment.

    The costs can vary greatly, depending on the type of treatment you need and on facility and program features and amenities.

    A one day DUI course might cost a couple of hundred dollars, a multi-month intensive outpatient program a few or more thousand dollars and a 28 day residential rehab from $7,000 on the low end to a private care average of about $19,000 (and for an exclusive private facility, quite a bit more than this.) 4

    If you cannot afford to pay the full price of treatment you can likely find an approved facility that will offer treatment on a sliding payment scale that is related to your income and ability to pay for services.

    Depressants are psychoactive drugs which temporarily diminish the normal function of the brain and central nervous system. These drugs include opiates and opioids. barbiturates. benzodiazepines. tranquilizers and alcohol. Due to their effects, these drugs can be referred to as “downers”.

    Types of Depressants

    Alcohol is the most frequently used depressant. Types of alcohol include beer, wine, and liquor. Alcohol is a psychoactive drug that reduces attention and slows reaction speed. Alcohol intoxication affects the brain, causing slurred speech, clumsiness, and delayed reflexes. Other physiological effects include altered perception of space and time, reduced psychomotor skills, disrupting equilibrium. The immediate effects of a large amount of alcohol include spurred speech, disturbed sleep, nausea, and vomiting. Even at low doses, alcohol significantly impairs judgment and coordination.

    Barbiturates are a group of drugs known as sedative-hypnotics, creating sleep-inducing and anxiety-decreasing effects. Barbiturates produce effects from mild sedation to total anesthesia. Barbiturates can be injected into veins or muscles, but usually taken in pill form. They are sedatives used to treat insomnia. anxiety. and seizures. Barbiturates produce similar effects during intoxication. Symptoms of barbiturate intoxication include respiratory depression, lowered blood pressure, fatigue, fever, unusual excitement, irritability, dizziness, poor concentration, sedation, confusion, impaired coordination, impaired judgment, addiction, and respiratory arrest which may lead to death. Users report that a barbiturate high gives feelings of relaxed contentment and euphoria. The main risk of abuse is respiratory depression. Other effects of barbiturate intoxication include drowsiness, lateral and vertical nystagmus, slurred speech and ataxia, decreased anxiety and loss of inhibitions.

    Benzodiazepine, commonly referred to as “benzo”, are most commonly used to treat insomnia and anxiety. The five most common benzos are Xanax. Ativan. Klonopin. Valium. and Restoril. Benzodiazepines are used to produce sedation, induce sleep, relieve anxiety and muscle spasms, and to prevent seizures. In general, they act as hypnotics in high doses, anxiolytics in moderate doses, and sedatives in low doses.

    Opiates are found in opium. The major active opiates found in opium are morphine. codeine. thebaine, and papaverine. Semi-synthetic opioid such as heroin. oxycodone. and hydrocodone are derived from these substances as well. Opiates can be injected, snorted, or smoked. The short-term effect of opiate abuse consists of a surge of euphoria coupled with a warm flushing of the skin, dry mouth, and heavy extremities. Following initial euphoria, users alternate between a wakeful and drowsy state. Mental functioning becomes clouded due to the depression of the central nervous system.

    Tranquilizers are used to treat anxiety or problems with sleep. They have a calming effect by depressing the nervous system in a way similar to alcohol. They are the most commonly prescribed psychiatric medications. They produce a relaxing and anxiety-reducing effect. Minor tranquilizers have direct depressant effects on brain areas that regulate wakefulness and alertness. They enhance the action of receptors that stimulate the nervous system. Major tranquilizers primarily affect specific receptors in the brain that reduce psychotic thoughts, perceptions and agitation.

    Side Effects

    General side effects may include:

    • Anxioysis
    • Analgesia
    • Sedation
    • Somnolence
    • Cognitive/Memory Impairment
    • Dissociation
    • Muscle relaxation
    • Lowered blood pressure/heart rate
    • Respiratory depression
    • Anesthesia
    • Anticonvulsant effects
    • Feelings of euphoria

    Health Effects

    Most CNS depressants act on the brain by affecting the neurotransmitter gammaaminobutyric acid (GABA). Neurotransmitters are brain chemicals that enable communication between brain cells. GABA works by decreasing brain activity. So, due to depressants ability to increase GABA activity, a drowsy or calming effect is produced.

    With continued use of depressants, the body will develop a tolerance for the drugs, requiring larger doses to achieve the initial effects. When use is reduced or stopped, withdrawal will occur due to the reuse of brain activity, potentially leading to seizures and other harmful consequences.
