Analysis shows homeowners face $471 annual fire service bill

Sydney homeowners face average annual bills as high as $471 under a new system for funding the state’s fire and emergency services, an analysis suggests.

The figure, based on an analysis by the NSW fire fighters’ union, is 2½ times the $185 average touted by the state government when it unveiled the reform earlier this month.

The analysis reveals homeowners in North Sydney, Mosman and the northern beaches face paying the higher average levy as they prepare to vote in the North Shore and Manly by-elections on April 8.

Treasurer Dominic Perrottet has introduced legislation to Parliament that shifts the bulk of the funding of the $950 million annual fire and emergency services budget from a tax on insurance contracts to a levy on all NSW land from July 1.

Homeowners will be able to calculate the exact size of the levy from May 1 after the fire and emergency services budget is set.

But announcing the reform, Mr Perrottet said the average bill for residential property owners would be $185.

The government says for fully-insured homeowners the fire services levy contribution should drop from an annual average $233, for a saving of $47 a year.

However, the Fire Brigade Employees Union analysis shows the highest residential payments will on average be $471.

It says homeowners in areas including Parramatta, Canterbury, Ku-ring-gai, Bankstown, Burwood, Canada Bay, Hornsby, Ryde and Strathfield face annual bills of $361.

For homeowners in Sydney’s west, including Liverpool, Penrith, The Hills, Campbelltown, Fairfield, Hawkesbury, Blacktown, Blue Mountains and Camden, the bill is estimated at $224.

A spokesman for Mr Perrottet said the union figures “do not appear to accurately reflect the amount of FESL that property owners will pay” but did not release government estimates.

The union also argues that the burden of funding will shift towards residential land owners and away from business under the reforms.

A 2011 Insurance Council report said residential property owners contributed 45 per cent to the three-quarters of the fire and emergency services budget raised through insurance contracts under the existing system. Commercial property owners contributed 49 per cent.

Under the changes, the residential component is 58 per cent and for commercial land 26.6 per cent.

Mr Perrottet’s spokesman said the government figures were based on “far more rigorous and comprehensive data” than the “estimates” in the Insurance Council report.

FBEU state secretary Leighton Drury said the levy was “a new billion-dollar tax on property owners that will cost many NSW households hundreds of dollars more”.

Mr Drury said a government promise that land owners can calculate the exact amount of their levy from May 1 was too late as “the Berejiklian government is trying to ram this through the Parliament now”.

    SKIN CANCER TREATMENT

    Skin Cancer Diagnosis and Process

Your skin cancer surgery will by performed under local anaesthetic injections with minimal discomfort. The skin cancer that is cut out is send to the lab for the pathologist to analyse what type of skin cancer this is and whether we have removed it completely. The skin is usually repaired with absorbable sutures to give you a very neat scar.

    Melanoma Skin Cancer Treatment

    Melanoma skin cancer moles can either be dark or light or sometimes an enlarging red spot. If a skin cancer is suspected to be a melanoma the only treatment option is to remove this mole as soon as possible. If you discover a new brown, black, or red mole, please make an appointment with one of our doctors and this will be dealt with promptly.

    Basal Cell Skin Cancer Treatment

    A basal cell skin cancer arises from the basal layers of the skin. This is a very common skin cancer. It used to be known as a rodent ulcer in the past, since it eats away in the middle destroying tissue and bone on its way and enlarges when no treatment was offered. This does not happen now since we pick these up very early. They usually look like a pearl red or pink mole with lots of tiny blood vessels on the surface. Sometimes they are flat red spots on the skin. They usually break down in the middle, causing a hole in the bump, which can bleed. Many patients also have them in the ears which bleed causing stains on the pillows.

    If the basal mole is large and flat and the diagnosis is uncertain, then a punch biopsy can be done to prove what it is before cutting the whole mole out. Some we do frozen section – this is removing a small part of the mole and have this looked by the pathologist in the lab quickly, before removing more out. This is similar to Moh’s surgery

    If the punch biopsy reveals a superficial basal cell cancer, then Aldara ( imiquimod ) cream is funded. This is a immune cream, which works in conjunction with your immune system to clear this mole. This is very successful. Sometime Effudix cream can also be used.

    If the diagnosis is certain or the punch biopsy reveals an invasive basal cell cancer, then removing this entire mole is the only option.

    Squamous Skin Cancer Treatment

    Squamous cell cancers usually come in the lips or legs. There look like very rough skin on top of the mole, sometimes bleeds. They can be very large red flat scaly spots on the skin. If the area is large then punch biopsy can be done to see how bad the squamous cell mole cancer is before removing this entirely. If it is a pre-cancerous mole, then Liquid Nitrogen or Freezing Ice works very well to clear this. If the squamous cell cancers especially on the face, ears or lips or legs which are deep, they need to be removed entirely to offer complete cure.

    Sun Spots – Actinic Keratosis – Pre Skin Cancer Treatment

    Some of these are precancerous lesions. They can be effectively treated with Aldara ( imiquimod ) or Liquid Nitrogen or Efudix ( 5-Fluorouracil cream ) creams.

    Liquid Nitrogen – Freezing Ice

    Liquid Nitrogen or Freezing ice treatment is available at Eastmed Doctors. This can be effectively used to treat a variety of pre-cancerous rough spots, sun spots and superficial basal cell skin cancers.

    Aldara ( imiquimod ). or Efudix ( 5-Fluorouracil cream ) are used at Eastmed doctors for treatment of skin cancers which respond to them – mainly pre-cancerous sun spots, Actinic keratosis and Superficial basal cell cancers.

    A. The NIMS Training Program is intended for emergency management officials and administrators responsible for budgets, planning and procurement, who require guidance on the development and provision of NIMS training. The NIMS Training Program informs local, state, territorial, tribal nation, and Federal policy-makers; elected and appointed officials; government emergency management agencies and trainers (i.e. local, state, territorial, tribal nation NIMS Coordinators); managers overseeing those in mission-critical positions and organizations and professional development; human resource managers setting and overseeing personnel policies and personnel with responsibility to develop NIMS-related guidance or training, credentialing, or personnel qualifications information.

    Q: If I follow the guidance within the NIMS Training Program will I be compliant with NIMS?

    A. No, the implementation of NIMS consists of much more than just completing the training courses. It also includes the adoption and use of the Incident Command System (ICS), a plain language requirement, the inventorying and typing of resources and more. Your organization should coordinate its NIMS implementation efforts with the local and state emergency management agencies.

    Q: Can my jurisdiction require that I complete more training beyond what is recommended in the NIMS TrainingProgram ?

    A. Yes, your organization will also have to adhere to any additional NIMS requirements that are passed down through local governing bodies. Some jurisdictions and organizations may take the initiative to train their personnel beyond the scope of the current training recommendations.

    Q: Is the NIMS Training Program just for firefighters and law enforcement officers?
    A. No, the training is intended for all personnel who are directly involved in emergency management and response. This includes all emergency services related disciplines such as EMS, hospitals, public health, fire service, law enforcement, public works/utilities, skilled support personnel and other emergency management response, support and volunteer personnel. This training is intended to aid people who don’t usually work together or even know each other to seamlessly respond to and recover from a disaster either natural or man-made.

    Q: Has the NIMS coursework contained in the NIMS Training Program changed from those that were in the Five-Year NIMS Training Program?

    A. Yes. The categories for each level of training have been simplified from those that were in the Five-Year NIMS Training Plan. Training recommendations are now based upon the level of an incident’s complexity (Complexity Guide found on pages 16-17 of the NIMS Training Program ) that a person may become involved in, from Type 1 to Type 5. Organizations should consider the complexity of incidents that their jurisdictions are most likely to face and tailor the NIMS training for their personnel to meet those needs.

    Q: Who should take NIMS and ICS training?

    A. Everyone involved in emergency management (to include emergency operation center personnel in support of the field), regardless of discipline or level of government, should take the NIMS baseline curriculum courses (Independent Study-700 and ICS-100). Incident command occurs in the field; therefore, the NIC recommends that only individuals with a command and general staff role take advanced ICS courses. Fulfilling the training associated with this plan helps emergency management organizations, departments and agencies to develop preparedness capabilities for effective and efficient incident management. As a result, trained emergency responders are available as mutual aid to support incident management in other jurisdictions, if requested. The NIMS Training Program should sustain a personnel qualification system that is coordinated, maintained and meets the needs of the emergency management community.

    Q: What qualifications does an instructor need to meet in order to deliver the NIMS and ICS courses?

    A. The NIC develops and regularly reviews the courses that are considered part of the NIMS core curriculum according to professionally-recognized instructional standards that include adherence to established adult learning models. The NIC collaborates with course managers to define instructor qualifications and the number of required instructors per course. However, this does not prevent any stakeholder from prescribing stricter instructor qualifications. To assist in course instruction, FEMA publishes subject matter guidelines and instruction requirements for specific courses.
    Course instructors have a responsibility to deliver course materials and activities according to the minimum standards identified in the NIMS curriculum instructor guides and/or course summaries.

    Q: Which courses are recommended for Elected and appointed officials?

    A. Elected and appointed officials should have a clear understanding of their roles and responsibilities for successful emergency management and incident response. To that end, it is vital that elected and appointed officials understand and receive NIMS training. Therefore, FEMA recommends the following training for senior elected and appointed officials:
