Mysterious Level 21 of Genting First World Hotel Tower One

I don t know how long this entry would last; maybe till someone forces me to remove it. So, read it while it is still here.

I am not a superstitious person. I didn t even wear red (the color which considered auspicious for Chinese) during Chinese New Year, instead I wore dark-colored clothes during these 3 days in Genting Highland.

However, I believe in paranormal activities or the spiritual worlds. Therefore it sparked my curiosity when I found out that there was no level 21 at the First World Hotel that I stayed. The buttons on the lift skipped from level 20 to level 22. So where was level 21?

I asked a hotel staff but he confirmed that but he just smiled when I asked him why. So, did level 21 exist? One blog concluded that it was a high administrative level with many security cameras and a warning at the staircase . I didn t believe that so I started my own investigation.

First, I took the lift counting from level 19 till 20, then level 20 till 22. I compared the time it took and it was took the same amount of time! So, level 21 did not exist at all? Another check at the second tower of First World Hotel, level 21 existed, but how come it was removed from the first tower?

To confirm my finding, I went to level 20 of my tower and tried to access level 21 through staircase. As you can see, exactly above level 20, it was level 22!

Unlike unlucky number 4 (for Chinese) or 13 (for Westerners), 21 was not considered under the same category. In fact, it was considered as a lucky number for blackjack players! This meant that instead of level 21, they renamed it to level 22 and so on.

Why level 21 was suddenly removed from the list? I could only think of one reason – to confuse people because of some past incidents on level 21.

I could not find any news on level 21 of First World Hotel Tower one, but there were 2 rumors speculating:

  1. Corpse under the bed: There was a rumor which went that the corpse of a murdered woman was found under the bed. It was hidden beneath the bed for quite some times. And when it was discovered, the condition was quite gruesome. However, this was just rumors for now; i could not find any solid proof or newspaper cutting confirming this.
  1. Murdered prostitute: According to one website, there was news regarding a murdered prostitute at First World Hotel. The woman, who was from China , was murdered inside the hotel room.

Which was the real reason behind the disappearing of level 21? Or are there more stories behind this? What I know was that no matter what, there were still many people visiting this place especially during public holidays!

You won’t regret choosing the World Club Room. It worth a penny for being big room with full amenity. No long wait during check in as there’s a separate queue for club room hardly with more than 5 person in the queue. No need to squeeze with others for breakfast where you could have your breakfast at the executive lounge. Only was the hotel service was not up to it standard. Could not even supply a baby cot even I wrote to them 1 month ahead before my trip. No one turn up even I complaint on the safe not working although the housekeeping got my message.

Not recommended to travel there during the peak period. Every where were crowded with people, long queuing for games in the theme park and food as well. The food and water were over price although some restaurant do provide very nice dinner.

    I will never stay in this hotel again. There are just too many people staying there, and everywhere you go is very noisy. The rooms are not sound proof, we could hear sounds from people staying next door: closing of rooms, yawning loudly, sounds of TV, etc. The worst thing is, we could smell smoke from people’s cigarettes every now and then. The TV programmes offered and breakfast choices are rather limited. Services are not very good as well. E.g. we requested for an extra pillow but was informed that they didn’t have extra. Our TV was not plugged in and the staff just used a pencil to poke the plug hole and plug the two-pinned plug in, not very safe. However, if you just want an accommodation with low prices, this should be fine.

      I’m simply in awe after visiting and staying at the First World in Genting Highlands! The place was full to capacity and it has at least 15000 rooms, and more people trying their luck to get a room and yet they are so efficient and good. You don’t get luxury in a regular room, unless you book a suite or a deluxe, but you’re not going to be in your room, are you, in Genting.

      The most amazing part was to watch how they organized serving the breakfast buffet on the 8th level, and that too at peak season with the hotel going beyond full capacity! Simply impressive!!

      Everything was so smooth and we really didn’t need anyone or anything, because this hotel has good experience and makes arrangements for everything.

      What can work better (in fact, in the whole of Malaysia) is for more INFORMATION, free maps, etc. to be put around the place to assist tourists.

Hospice Isle of Man first lottery draw

The first draw for the new Hospice Isle of Man lottery has taken place. 219 plays were entered into the lottery with nearly 50 staff members from Hospice supporting this new initiative.

First prize was won by Mrs Simpson, second prize by a Mr Looney and 3rd prize by Mrs Killey.

Margaret Simpson said “this is an historical moment for Hospice, all profits will be re-invested back into Hospice and I would like to thank everyone that took part in our first lottery. “As Chief Executive I feel it is important to support all our fundraising efforts and I am delighted that many staff, volunteers and supporters bought a ticket.”

“I would encourage everyone to get involved in supporting this great initiative – remembering if you are not in, you can’t win!” “The more people that take part, the bigger the prize pot will be”.

LA s First AIDS Hospice Returned To City In Memorial Service

ELYSIAN PARK (CBSLA.com) — The Chris Brownlie Hospice, once used as the city s first hospice for AIDS patients, was turned back over to the city Saturday.

A memorial celebration was held to honor the facility for the service it provided from 1988 to 1996 as a nursing home for people dying from diseases caused by the HIV virus.

The building had a long history of helping the sick. The hospice once housed the nurses dormitory for the city s Barlow Respiratory Hospital, a tuberculosis sanitarium.

AIDS patients have benefited from recent advances in drug therapies that have ended the one-time death sentence for the HIV virus.

Since 1996, the AIDS Healthcare Foundation has used the hospice for offices.

At today s service, the Los Angeles Gay Men s Chorus was expected to perform in memory of the hundreds who died there, including 140 chorus members.

Seven balloons one for each year the hospice was in business were also to be released at sunset.

How We Help Our Services

Hospice Care focuses on all aspects of a patient’s life and well-being: physical, social, emotional, and spiritual. There’s no age restriction. Hospice of Health First provides care in the setting of your choice. Whether you live in your own home, in a Nursing home, an assisted-living facility, or are hospitalized, Hospice of Health First is committed to providing comfort and care for end-of-life patients. We recognize that it takes a team of caregivers to meet the unique needs of each patient. We put the patient and family at the center of all decision-making to ensure that the needs and wants of each patient are met. Hospice caregivers offer knowledge and support at a patient’s end of life, just as Obstetricians and Midwives lend care and expertise at the start of life. Hospice can reduce anxiety in both the patient and his or her family by helping make the most of the time remaining and in achieving some level of acceptance.

Hospice Care Wherever the Patient Lives
It has been said that “home is wherever you hang your hat.” In-home Hospice Care can be provided wherever you live in a private home, a skilled Nursing facility or assisted-living facility. In addition to focusing on the physical health and comfort of a patient, Hospice Care also focuses on the emotional needs and spiritual well-being for terminally-ill patients and their loved ones. Hospice of Health First can also provide substantial support and training for family caregivers, helping many patients feel less of a burden to their loved ones.

Care in Our Hospice House
Hospice of Health First is blessed to have the beautifully serene William Childs Hospice House. located on five secluded acres on the campus of Health First Palm Bay Hospital. The 16-bed, inpatient facility was the first freestanding Hospice facility in Brevard for:

  • Patients who require more intensive, skilled Nursing care, symptom management in a supervised setting
  • Patients who are imminently facing death without a caregiver or who live in an unstable home situation
  • Patients requiring up to a five-day respite stay

The William Childs Hospice House was named by Madeline Childs in memory of her husband, William, who passed away while in the care of Hospice of Health First in February of 2002. Over $4 million in community donations went into building the charming facility. If you’re interested in donating to the William Childs Hospice House or to the programs and services of Hospice of Health First, please contact the Health First Foundation at 321.434.7353 .

The William Childs Hospice House is open for visitation 24-hours/seven days a week. Children and pets are always welcome. Hospice Care in the hospital
Every effort will be made to provide care in the setting of the patient’s choice. However, it’s important to keep in mind that no matter where Hospice Care is provided, sometimes it’s necessary to be admitted to a hospital. Hospice patients generally only require a short hospital stay to stabilize symptoms, and then they are usually able to return to their homes. The patient’s physician and the Hospice of Health First physician will work together to determine the best plan of care.

Management of Pain, Symptoms Medical Equipment
When the time comes to manage the pain or symptoms of an illness, Hospice of Health First works in cooperation with your physician to provide you with pain medications and medical equipment to help ease suffering. Of course, each plan of care is individualized but usually involves treatment of symptoms such as nausea, vomiting, constipation, diarrhea, and shortness of breath. We will also train caregivers on ways to help your loved one to ease their suffering and symptoms. We will also help you to anticipate changes that may occur during the course of your loved one’s illness. Additionally, Hospice of Health First offers Hospice patients and families unique programs such as Pet Therapy and Arts Medicine to help patients and family members realize the joy and happiness that animals and/or creativity can bring.

Volunteer support
At no time is a helping hand more important than when our loved ones are living with a life-limiting illness. Hospice volunteers are concerned and caring people who generously donate their time, effort and talents to hospice patients and their families when help is needed most. At Hospice of Health First we believe that our volunteers are an integral part of our team approach to hospice care – and rightly so, as we were founded by community-minded, compassionate volunteers who believe in the Hospice philosophy.

After an intensive Volunteer Orientation program, opportunities for volunteers exist in a variety of different areas including:

  • Patient/Family Support provide companionship and support to hospice patients and families in their own homes, nursing homes, assisted living facilities or at the William Childs Hospice House
  • Community Outreach represent Hospice of Health First at health fairs and community events, recruiting volunteers and educating others about Hospice services
  • Special Events assist with programs and events that raise community awareness about Hospice services
  • Clerical/Office Support providing administrative support to the hospice staff in Melbourne and at the William Childs Hospice House
  • Bereavement provide companionship and support to people who have lost a family member or friend
  • Transportation provide transportation for hospice patients and their caregivers to appointments, assist with obtaining groceries and other necessities as needed
  • Teens Linking Lives high school age teens make volunteering a part of their educational experience. Teens bridge the gap between young and old in our community and take the opportunity to learn from the older generation.
  • Arts in Medicine volunteers using their talents of music, art, massage, gardening and cooking to bring joy and comfort to patients and families in Hospice Care
  • Hounds of Hospice certified therapy dogs and trained Hospice voltuneers spread four legged cheer to patients in facilities and their homes

Respite Care
“Respite” means rest or relief. There may come a time during the course of your family member’s illness that you as a caregiver need some time away from the tasks of care-giving. Caregiver stress can lead to physical and emotional distress that interferes with your ability to provide care.

Respite Care is designed to provide temporary, short-term assistance in caring for an individual of any age who has special needs and is intended to allow caregivers a chance to emotionally recharge so they can be better prepared to handle the normal day-to-day challenges of caring for a Hospice patient.

Hospice of Health First helps provide time for rest to primary caregivers, by professionals or our specially-trained Hospice Volunteers.

Arts & Medicine, Pet Therapy, TL2, and Transportation
Healing can take all forms. For some, painting and music soothe the soul. For others, petting a sweet dog brings back memories of a best four-legged best friend of childhood. Pet Therapy has been shown to increase pain tolerance, reduce stress, lower blood pressure, and bring smiles to patients’ faces. The sight of dogs and the touch of their fur often bring peace and joy to those patients whose life once included animals. Therapy Dogs help combat loneliness and give people the chance to have something to look forward to. Through training and experience, Therapy Dogs become part of the Hospice Team. In addition to comforting patients, specially trained Therapy Dogs and their handlers often have the ability to comfort family members, including children. At Hospice of Health First, we are committed to healing in any form that brings joy into the hearts of our patients, including music, art, aromatherapy, culinary arts, and Pet Therapy. Additionally, our Teen Leaders 2 (TL2) program links teenagers with Hospice patients for special game nights and companionship visits.

First Time Home Buyer or Refinance

Do you want to learn more about becoming a first time home buyer .

The FHA program was created as part of the National Housing Act on June 28, 1934. FHA was created to help stimulate the housing market making loans more accessible and more affordable. The FHA program was created as a result of The Great Depression to help anyone including families, the elderly, people on disability and lower-income families be able to buy a home.

After the financial crisis of 2008 all the major banks raised their credit standards for approving FHA loans. Because the banks make the rules for loans they will approve, they may require a minimum credit score of 640 for their loans. These guidelines are the bank’s guidelines.

When you apply for an FHA loan at a major bank and they tell you their minimum credit score requirement is 640. This does not mean that it’s FHA’s minimum credit score requirement. It means that they are the bank’s credit score requirements .

FHA after bankruptcy FHA after foreclosure FHA after short sale

Credit score – On January 20, 2010 FHA announced a new policy to address risk. FHA changed the minimum credit score for new borrowers.

  • FHA requirements new borrowers will now be required to have a minimum credit score of 580 to qualify for 3.5% down payment
  • FHA loan requirements new borrowers with less than a 580 credit score will be required to put down at least 10%

This has allowed the FHA to better balance its risk and continue to provide financing for home buyers.

Debt-to-income ratio – April 1, 2013 FHA loan requirements include a maximum debt to income ratio. When a borrower applies for an FHA mortgage, they are required to disclose all debts, open lines of credit, and all possible approved sources of regular income. Using this data, the lender and FHA can calculate the borrower’s debt-to-income ratio.

  • FHA maximum debt to income ratio can be over 55%
  • Manual underwriting maximum debt to income ratio is 50%

Mortgage Insurance – On January 9, 2015 the Federal Housing Administration (FHA) announced the reduction of it’s annual Mortgage Insurance Premium (MIP) rates.

Effective on or after January 26, 2015 FHA will reduce the premium from 1.35% to .85% a reduction of .5%.

Combined with low interest rates and the reduction of MIP rates means that it is a great time to buy a home or refinance your mortgage.

First Time Home Buyer – FHA Refinance

Closing cost – FHA allows the seller to pay up to 6% of your closing cost.

If you are buying a $100,000.00 house FHA allows the seller to pay up to $6,000.00 for your closing cost. It must be in writing in the sales contract, “Seller will pay up to 6% of buyer’s closing cost.”

If you do not write it into the sales contract then you will be paying the closing cost. In the state of Florida closing cost for a $100,000.00 house average around $4,300.00 depending on taxes, insurance and who’s paying the transfer tax and owner’s title insurance.

By allowing the seller to pay for your closing cost you will decrease the amount of money required to buy a home. Buying a $100,000.00 property requires $3,500.00 down payment and if the seller pays up to $6,000.00 for your closing cost you will only need around $4,000.00 to buy a $100,000.00 in Florida.

BENCHMARK PASSAGES & RUNNING RECORDS

Find students’ instructional levels by assessing their reading skills with developmentally appropriate texts while recording reading behavior. Benchmark Passages are short text selections that are one part of a three-part process to help place students at their instructional levels for leveled reading sessions and to assess their readiness to progress to the next level.

Why Benchmark Passages

Benchmark Passages assess comprehension and reward students’ progress from level to level. They are one part of a three-part process that provides a more complete assessment of reading behavior and comprehension than any of the parts independently.

  • Each level has 2 fiction and 2 nonfiction passages.
  • Each level has at least 1 fiction-nonfiction passage pair on the same topic.
  • Each passage uses a level-appropriate percentage of words from leveled books at that reading level.
    • aa-E = 100%
    • F-J = 95% + 5% new words
    • K-Z = 90% + 10% new words
  • The text of the entire passage is used in the Running Record.

How to Use Benchmark Passages

  1. Give a student a Benchmark Passage he or she has never seen before to read aloud. If you prefer to use familiar text, use the fiction-nonfiction topic pair at each level. Use one passage from the pair to support a student’s understanding of the topic before assessing with the other passage.
  2. Record the student’s reading behavior using the passage’s Running Record form.
  3. If a student scores 90 percent, assess the student’s comprehension using a Quick Check from Level A-Z and Retelling Rubrics .
  4. If a student scores from 90%-94% percent on the running record and answers comprehension questions at 80%-100%, he or she is at an instructional level. (For more details, see About Running Records ).

2017 Chevrolet Camaro ZL1: First Drive

Like all iterations of the new Chevrolet Camaro, the ZL1 suffers from mediocre forward visibility. The mail-slot view is akin to that of a WWII pillbox, save that you grasp a suede steering wheel rather than the leather grips to a .50cal Browning. It’s fitting, because the fire mission is roughly the same in both cases: kill anything that moves.

Equipped with a wet-sump version of the Corvette Z06’s 650 hp supercharged 6.2L V8, Chevrolet’s heavy caliber Camaro is anything but subtle. Its arrival is heralded by the shredding of air by a trio of enormous air intakes, its departure by V8 thunder reminiscent of late-sixties Can-Am racing. It is styled like a visual uppercut. It does ridiculous burnouts. It comes with stripes. The seatbelts are red.

But do not mistake this loudly bellowing beast for the overpowered dim-bulb of its predecessor. The Alpha-platform ZL1 isn’t just lighter than its fifth-generation ancestor, it’s far smarter, more approachable, and considerably quicker around a road course. If there’s still a whiff of mullet going on here, it’s now more Corvette-infused: think Jordan Taylor on the podium at Le Mans.

“The fifth generation Camaro came with a lot of baggage, for want of a better word,” said Lead Development Engineer Aaron Link.

Sharing its Zeta platform with the Australian Holden Commodore, the previous Camaro had dynamic foibles baked right in. Call it down-understeer, an unwillingness to dance that required 305 series tires at all four corners of the track-focused Z/28, best of breed for the fifth-gen car.

Where the Z/28 only had a single job, the ZL1 is required to be jack of all trades. Excellence is expected at the dragstrip, the track, and on the street. Surely, some compromises will need to be made.

Lining up first at the burnout box, the ZL1 delights with an easily accessed line-lock feature that holds the front wheels locked for fifteen seconds. Once smoke starts creeping out from under the hood, simply press the select and cruise control buttons on the left and right of the steering wheel, and lock will release, letting the ZL1 glide forward from the cloud of tire smoke like the Phantom of the Grand Ol’ Opry.

Launch control is similarly as easy to use: select either custom or automatic mode, apply braking with the left foot, then mat the throttle. When the Christmas tree lights up, the ZL1 chitters and squeaks down the unprepped surface, hammering suddenly into full power as the rear wheels hook up partway down the track. Launch control’s custom mode allows the driver to vary revs in increments of 100rpm, and wheelspin in half-percentages.

The LT4’s 650 hp at 6400rpm and 650 lb-ft at 3000rpm don’t peg headlines in a world of 707hp supercharged Mopar muscle, but the ZL1 should hold its own. On street tires, Chevrolet claims this car will run a 11.4 second quarter-mile, with a trap speed of 127 mph. Engineers confirmed that Chevrolet had strapped on a set of 18 inch drag radials, and seen elapsed times drop by a further four-tenths of a second. On paper, Dodge’s Hellcats are faster. Door-to-door, tenths-to-tenths it’s anyone’s game.

Smelling slightly of eau de Goodyear, we aired-up the tires and headed for the serpentine tarmac of the Angeles Crest highway. Strapping a Z06 engine into a Camaro is a great way to make a straight-line charger, but the varied curves and gnarly pavement of the California canyon roads are designed to trip up automotive linebackers.

At 3944 lbs for the automatic, the ZL1 is still a heavy Chevy–this is not quite the small, vicious animal we were hoping for. However, with a posted 7:29 lap time at the Nürburgring, it’s still good enough to eat Mustangs: specifically, it outperforms the GT350R that we crowned our 2016 Performance Car of the Year.

Green Hell times don’t always translate to usable street speed, but time spent honing the ZL1 for pace down the rollercoaster of the Pflantzgarten has made for grip and confidence. The chassis is greatly improved, and tweaks to GM’s excellent Magnetic Ride system have improved damping response times by a claimed 40 percent. Instead of a single magnetic collar, there are now two smaller rings, which engineers indicated as analogous to going from a single turbo to a twin-turbocharger setup.

The ZL1 sits on the same staggered-fitment Goodyear Eagle F1 Supercar tires as the 1LE version of the Camaro SS: 285s up front, 305s out back. Claimed maximum lateral grip is above 1g, and the ZL1 and 1LE benefit from the Corvette Z06’s spooky-good electronic rear differential.

Now add in GM’s new 10-speed automatic transmission. Ten speeds. Like a bicycle.

The 10-speed automatic takes up about the same space as GM’s 8-speed auto, and was developed in conjunction with Ford. It’s incredibly complex, and Ford’s introduction of the technology into its F150 lineup met with some delays due to programming issues.

Thus, the ZL1 could have been a hot mess of bonehead upshifts and dropped downshifts. It is not. It is possibly the best thing about the ZL1. Hail Hydra-matic.

Take the lift-foot gear-hold mode, for instance. Approaching a series of twisties at speed, simply give the throttle a brief goose and the transmission holds the gear, backing off only when you do. In practice, the 10-speed dumped from eight to third in an instant, then held the gear through a tight turn, only upshifting as the road straightens and the ZL1’s V8 blasts all 650hp at redline.

Yes, the ZL1 comes with paddle-shifters, and no, you probably won’t want to use them. Not only do they feel cheap, clicking surprisingly loudly, but also this performance variant of GM’s 10-speed has a telepathy matching Porsche’s PDK. There are three layers of algorithm here, with the car reading lateral forces to interpret whether the driver is merely zipping down a winding road, or attacking apexes at the track.

Around the high-speed environs of Willow Springs, the six-speed version of the ZL1 was both riotous and inviting, with a hugely flexible powerband that let you leave it in third gear for most corners if you just want to practice your lines. Our next destination after Langkawi was the Genting Highlands. We had booked a car from Mumbai and had the car driver pick us up at the KL airport. The drive to Genting was approximately and hour which was very pleasant as we drove up the mountain. We stayed at the First World Hotel and booked the World Club room wherein our checkin was much faster as compared to the regular rooms as there are around 6500 rooms in the hotel. However, getting rooms on the higher floor served no purpose as it was completely covered in mist. The rooms were very comfortable and the breakfast the next morning very good. However, very few options for vegetarians at the hotel. There are no rides inside the hotel for teens and adults so do not buy a combined pass. Buy individual tickets if required. However, for children under 12, there were a few rides but with long lines. Please check the entire place before settling down for food as there are a number of restaurants all over. We however could not sit on any of the rides outside as they closed down due to rains. Overall, this was one day we could have utilized someplace else.

Room Tip: The World Club rooms though slightly expensive are worthwhile given the separate check-in and less t.

    Understandably for the first timer to First World, the feedback would be the room is small, but smallness is cosy, warm and nice. Also the amenities, restaurants and food outlets, theme parks, performance plaza and the casino have added to the charm and vitality of this hotel. It is more integrated and complete than the good old Genting.

    On New Year’s day we visited Genting. One group stayed at Resorts World because the room is spacious. Another group stayed at First World Deluxe room, no doubt a little smaller. But the handling of the check-in was fast and furious and soon we went to our rooms to rest. Then out we went, it was play time. Some went into the casino, some to Hou Mei Restaurant, Lobby Cafe for a quick bite and some walked to the shopping arcade. We fixed a time to meet up at Coffee Terrace at the good old Genting. We wanted to enjoy a good buffet meal.

    The walk from First World to old Genting was supposedly far, but the cool weather and the noise and bustle of everyone enjoying themselves made the trip an easy one.

    At the Coffee Terrace, we eat until we could not walk. We heard there will be fireworks at First World and quickly we walked back and discovered a huge crowd had gathered near to the Bus Terminal nearby.

    ‘Bang, bang, bang’ and we became kids again, enjoying the fireworks which erupted into many patterns! Happy New Year, everyone!

    Meanwhile at the Plaza, batches entertainers were dancing to the lively songs. Again we could see the crowds enjoying themselves. Then near to the frontage of the reception area, there was a group of young people displaying their agility in hip hop dance.

    At about 11 pm, we return to our room to sleep. Feeling tired and happy, we went into dreamland in no time. Such is the goodness of First World Hotel. Try it.

This was actually a family trip from Kuala Lumpur. My family was so happy when we reached Genting highlands and particularly the first world hotel. We got connecting rooms with a great view of the mountains. First time, we were staying above the clouds. Though finding vegetarian food for my family was challenging, we somehow overcame the challenge

If our backsides are not as tight as a fishes you know what after our stay here I will go HE.     The first draw for the new Hospice Isle of Man lottery has taken place. 219 plays were entered into the lottery with nearly 50 staff members from Hospice supporting this new initiative.

    First prize was won by Mrs Simpson, second prize by a Mr Looney and 3rd prize by Mrs Killey.

    Hospice company AseraCare loses first round of False Claims trial

    A jury in Alabama delivered a blow to AseraCare on Thursday in a case seeking to determine whether the hospice provider admitted Medicare beneficiaries who were not eligible for end-of-life care in order to pull in more dollars.

    The jury examined whether individual medical records supported 121 hospice claims and found 104 of those claims to be false or unsupported, sources close to the case said Thursday. The case will now move to a second phase in which the jury will examine whether AseraCare knowingly submitted false claims. Such knowledge, or at least reckless disregard for the truth, is required to prove liability in False Claims Act cases.

    The trial could leave AseraCare on the hook for $200 million in damages, which would make it the largest False Claims Act case ever involving a hospice provider, according to one whistle-blower attorney who is closely following the case.

    Attempts to reach AseraCare and its attorneys for comment were not immediately successful Thursday afternoon.

    AseraCare, a subsidiary of Plano, Texas-based Golden Living, which operates in 19 states, has fought the allegations in court documents, saying, in part, that reasonable minds can differ in assessing whether a person is eligible for hospice care. Federal law requires two physicians to certify that a person is likely to live no longer than six more months before that person can be eligible for hospice care .

    The prognostication of death by a physician is a complex, highly variable and inexact process under the best of circumstances, a fact recognized both by Medicare and in the clinical literature, according to a brief AseraCare filed in the case.

    But attorneys say Thursday’s jury decision is a major victory for the government and the whistle-blowers who filed the complaint that triggered the federal investigation.

    Mary Inman, a partner with Constantine Cannon who represents whistle-blowers, noted that the jury reached its conclusion even though it was only allowed to see part of the evidence. The judge in the case made the unusual move of dividing the case into two parts one addressing whether the claims were false, and the other whether the false claims were knowingly submitted. Normally, liability is decided in just one part of a False Claims Act case, although damages may be decided in another, Inman said.

    The deck was definitely stacked against [the government] in this trial, in that the jury was only allowed to see such a narrow sliver of the evidence, and even with that sliver, the fact that they found that the overwhelming majority of claims were false is great, Inman said.

    She said she wouldn’t be surprised if AseraCare chooses to settle now rather than face potential damages after the second phase of the trial.

    She also said the case could cause hospice providers to change their business practices.

    It sends a very strong signal to the for-profit hospice industry that they need to be very careful in who is making their eligibility determinations, and that they’re doing that in a way that complies with all of the government standards, and there’s not undue influence being exerted on medical doctors and others making those determinations, Inman said.

    Once beneficiaries enter hospice care they also generally must give up curative care, she noted, calling it egregious that some beneficiaries who might have benefited from curative care may have given it up for inappropriate hospice care.

    But Mark Silberman, a partner at Duane Morris who has represented hospices in fraud investigations, said there’s another potential concern when the government makes judgments about hospice eligibility after the fact. He said it’s important to evaluate the decision to admit a patient to hospice with the information that was available at the time that decision was made.

    I think the worst-case scenario is that people who would benefit from hospice may not have it available because conscientious hospice providers might be concerned that the reasonableness of their decisions will be questioned, and that the consequences could be dire, Silberman said.

    A memorial celebration was held to honor the facility for the service it provided from 1988 to 1996 as a nursing home for people dying from diseases caused by the HIV virus.

    The building had a long history of helping the sick. The hospice once housed the nurses dormitory for the city s Barlow Respiratory Hospital, a tuberculosis sanitarium.

    AIDS patients have benefited from recent advances in drug therapies that have ended the one-time death sentence for the HIV virus.

    Since 1996, the AIDS Healthcare Foundation has used the hospice for offices.

    At today s service, the Los Angeles Gay Men s Chorus was expected to perform in memory of the hundreds who died there, including 140 chorus members.

    Seven balloons one for each year the hospice was in business were also to be released at sunset.

    Hospice company AseraCare loses first round of False Claims trial

    A jury in Alabama delivered a blow to AseraCare on Thursday in a case seeking to determine whether the hospice provider admitted Medicare beneficiaries who were not eligible for end-of-life care in order to pull in more dollars.

    The jury examined whether individual medical records supported 121 hospice claims and found 104 of those claims to be false or unsupported, sources close to the case said Thursday. The case will now move to a second phase in which the jury will examine whether AseraCare knowingly submitted false claims. Such knowledge, or at least reckless disregard for the truth, is required to prove liability in False Claims Act cases.

    The trial could leave AseraCare on the hook for $200 million in damages, which would make it the largest False Claims Act case ever involving a hospice provider, according to one whistle-blower attorney who is closely following the case.

    Attempts to reach AseraCare and its attorneys for comment were not immediately successful Thursday afternoon.

    AseraCare, a subsidiary of Plano, Texas-based Golden Living, which operates in 19 states, has fought the allegations in court documents, saying, in part, that reasonable minds can differ in assessing whether a person is eligible for hospice care. Federal law requires two physicians to certify that a person is likely to live no longer than six more months before that person can be eligible for hospice care .

    The prognostication of death by a physician is a complex, highly variable and inexact process under the best of circumstances, a fact recognized both by Medicare and in the clinical literature, according to a brief AseraCare filed in the case.

    But attorneys say Thursday’s jury decision is a major victory for the government and the whistle-blowers who filed the complaint that triggered the federal investigation.

    Mary Inman, a partner with Constantine Cannon who represents whistle-blowers, noted that the jury reached its conclusion even though it was only allowed to see part of the evidence. The judge in the case made the unusual move of dividing the case into two parts one addressing whether the claims were false, and the other whether the false claims were knowingly submitted. Normally, liability is decided in just one part of a False Claims Act case, although damages may be decided in another, Inman said.

    The deck was definitely stacked against [the government] in this trial, in that the jury was only allowed to see such a narrow sliver of the evidence, and even with that sliver, the fact that they found that the overwhelming majority of claims were false is great, Inman said.

    She said she wouldn’t be surprised if AseraCare chooses to settle now rather than face potential damages after the second phase of the trial.

    She also said the case could cause hospice providers to change their business practices.

    It sends a very strong signal to the for-profit hospice industry that they need to be very careful in who is making their eligibility determinations, and that they’re doing that in a way that complies with all of the government standards, and there’s not undue influence being exerted on medical doctors and others making those determinations, Inman said.

    Once beneficiaries enter hospice care they also generally must give up curative care, she noted, calling it egregious that some beneficiaries who might have benefited from curative care may have given it up for inappropriate hospice care.

    But Mark Silberman, a partner at Duane Morris who has represented hospices in fraud investigations, said there’s another potential concern when the government makes judgments about hospice eligibility after the fact. He said it’s important to evaluate the decision to admit a patient to hospice with the information that was available at the time that decision was made.

    I think the worst-case scenario is that people who would benefit from hospice may not have it available because conscientious hospice providers might be concerned that the reasonableness of their decisions will be questioned, and that the consequences could be dire, Silberman said.

    Worlds within the World?

    And why is our music called world music? I think people are being polite. What they want to say is that it’s third world music. Like they use to call us underdeveloped countries, now it has changed to developing countries, it’s much more polite.

    The First, the Second, and the Third World.
    When people talk about the poorest countries of the world, they often refer to them with the general term Third World, and they think everybody knows what they are talking about. But when you ask them if there is a Third World, what about a Second or a First World, you almost always get an evasive answer. Other people even try to use the terms as a ranking scheme for the state of development of countries, with the First World on top, followed by the Second World and so on, that’s perfect – nonsense.

    The use of the terms First, the Second, and the Third World is a rough, and it’s safe to say, outdated model of the geopolitical world from the time of the cold war.
    There is no official definition of the first, second, and the third world. Below OWNO’s explanation of the terms.

    Four Worlds
    After World War II the world split into two large geopolitical blocs and spheres of influence with contrary views on government and the politically correct society:
    1 – The bloc of democratic-industrial countries within the American influence sphere, the First World .
    2 – The Eastern bloc of the communist-socialist states, the Second World .
    3 – The remaining three-quarters of the world’s population, states not aligned with either bloc were regarded as the Third World.
    4 – The term Fourth World , coined in the early 1970s by Shuswap Chief George Manuel, refers to widely unknown nations (cultural entities) of indigenous peoples, First Nations living within or across national state boundaries.

    First there was the three worlds model
    The origin of the terminology is unclear. In 1952 Alfred Sauvy, a French demographer, wrote an article in the French magazine L’Observateur which ended by comparing the Third World with the Third Estate: ce Tiers Monde ignor , exploit , m pris comme le Tiers tat (this ignored Third World, exploited, scorned like the Third Estate). Other sources claim that Charles de Gaulle coined the term Third World, maybe de Gaulle only has quoted Sauvy. However.

    The term First World refers to so called developed, capitalist. industrial countries, roughly, a bloc of countries aligned with the United States after World War II, with more or less common political and economic interests: North America, Western Europe, Japan and Australia.

    Second World refers to the former communist-socialist. industrial states, (formerly the Eastern bloc, the territory and sphere of influence of the Union of Soviet Socialists Republic) today: Russia, Eastern Europe (e.g. Poland) and some of the Turk States (e.g. Kazakhstan) as well as China.

    Third World are all the other countries, today often used to roughly describe the developing countries of Africa, Asia and Latin America.
    The term Third World includes as well capitalist (e.g. Venezuela) and communist (e.g. North Korea) countries, as very rich (e.g. Saudi Arabia) and very poor (e.g. Mali) countries.

    Countries of the Third World
    Third World Countries classified by various indices: their Political Rights and Civil Liberties, the Gross National Income (GNI) and Poverty of countries, the Human Development of countries (HDI), and the Freedom of Information within a country.

    What makes a nation third world?
    Despite everevolving definitions, the concept of the third world serves to identify countries that suffer from high infant mortality, low economic development, high levels of poverty, low utilization of natural resources, and heavy dependence on industrialized nations. These are the developing and technologically less advanced nations of Asia, Africa, Oceania, and Latin America. Third world nations tend to have economies dependent on the developed countries and are generally characterized as poor with unstable governments and having high rates of population growth, illiteracy, and disease. A key factor is the lack of a middle class with impoverished millions in a vast lower economic class and a very small elite upper class controlling the country’s wealth and resources. Most third world nations also have a very large foreign debt.

    The term Fourth World first came into use in 1974 with the publication of Shuswap Chief George Manuel’s: The fourth world. an Indian reality (amazon link to the book), the term refers to nations (cultural entities, ethnic groups) of indigenous peoples living within or across state boundaries (nation states).

    The outdated three worlds model

    Why is Greenland a Third World country?
    In times of the Third World model Greenland was sealed off from international commerce and Denmark was maintaining a strict monopoly on Greenlandic trade, allowing only small scale barter (troaking) with Scottish whalers. During the 1950s and 1960s the Danish government introduced an urbanization and modernization program, aimed at creating an urban economic environment in Greenland, by expanding the coastal towns. People from the surrounding small settlements were rehoused in hastily built houses and modern fishing practices were introduced.

    Why is rich Saudi Arabia a Third World country?
    According to the old Three World Model, Saudi Arabia was not aligned with the US nor was it part of the Soviet Union bloc, the Eastern Bloc. Saudi Arabia’s reserves of oil were discovered only in 1938 and development to exploit this reserves began in 1941. Until then Saudi Arabia was a country with Arab tribal culture. And even today Saudi Arabia is a very conservative country. It is run by a royal and religious elite. Public expression of opinion about domestic political or social matters is discouraged.     First World Hotel is 1.5 hours by bus from Kuala Lumpur. A cable car ride from Genting Skyway Station takes 11 minutes and a further 10 minutes on foot.

    Rooms are equipped with a fan to complement the cool mountain air. Tea and coffee making facilities and a safety deposit box is provided.

    The hotel is located within Resorts World Genting, an entertainment village housing leisure options including a cineplex, karaoke facilities and a theatre. The hotel has a business centre and offers laundry services. Self check-in kiosks and WiFi access are available at the lobby area.

    I had seen First World advertised on the internet as the world’s biggest hotel, and decided to stay as I was in the area. I was expecting a fun environment, with a theme park. However, it wasn’t as great as I thought.

    Location: The trip from KL City Centre to First World has got to be one of the worlds worst. It’s only around 30 miles, but 30 miles on windy, up-hill roads is something else. Luckily my cab driver was understanding enough to pull over to let me breathe. First World is located in Genting Highlands in which the whole land is owned by Genting (the casino brand). I was so glad to arrive at First World, but was already dreading the trip back to KL. But once your in the actually resort, there’s not much reason to leave.

    Service: I arrived around 1pm to be told check-in is at 3pm. Luckily there’s a Starbucks a few minutes walk away to kill time. However, as it got to around 2.45pm there was just a swarm of people starting to queue. Hundreds, possibly thousands of people. I queued for around an hour, and when I got to the kiosk it didn’t recognise my passport, but luckily a staff member was there to help. Service from all facilities including Casino were always to a good standard.

    Facilities: I enquired about wi-fi, presuming the world’s biggest hotel HAS to have internet. I was then informed that there’s no internet access in rooms, which absolutely baffled for me. For a small price there’s internet access in the reception area, but even that was bad. The facilities of the actual resort are great, and I particularly enjoyed the Casino, which was absolutely huge. Also plenty of eateries, shops and a bar. However, KFC and McDonalds are the only 24/7 food outlets, and these are in the Genting Hotel section of the resort, so it’s around a ten minute journey via escalators.

    Room: Very standard twin room, nothing special, and not much of a view either. Not much to say about the room to be honest, apart from the fact that there should be internet access in the rooms.

    I’m unsure if I’d stop here again to be honest. I’d probably check-out other hotels in the Genting region, that probably have much better room facilities and service. However, I can now say I’ve stopped at the worlds biggest hotel.

    We decided upon the First World Hotel for our visit to Genting Highlands for the experience of staying at the world’s largest hotel (8000+ rooms!) rather than having any grand expectation. It is only a three star hotel after all.

    I was half expecting to find the hotel lobby to be somewhat akin to a very busy railway station or airport check-in area and it was! Its huge, it’s crowded. There are numerous self-checking terminals where one has to queue-up. If one is more comfortable checking in the traditional way, or if one faces technical issues while self-checking (as we did), one can approach one of more than a dozen manned check-in counters. There were long queues but the processing was relatively fast and efficient. Still, we had to wait around 20 minutes for our turn. Since we earlier tried our luck at the self-check terminal as well, the entire process took more than 40 minutes in all. We had to pay an extra amount (RM 15) as we had requested inter-connected rooms.

    We had booked superior deluxe rooms and were accordingly given two inter-connected rooms located on the 18th floor, Tower B. The rooms were spacious and clean and had a great view of the hills and the winding road below. The bathrooms were ok. The rooms were equipped with safety deposit box, a sofa set, hairdryer, LCD TV, and tea/coffee maker. However, the rooms cost much more than similar rooms in four star hotels in Kuala Lumpur. I suppose that is the monopoly cost, as the entire Genting Highlands resort area (including all the hotels) is owned by a single entity. And because they have a large number of very low priced rooms as well to attract the mass market perhaps this is how they average out.

    For a hotel with such heavy footfall, the 18th floor exuded calm and quiet which was good. When going up or down the lifts, we did get the feeling that the lower floors attracted far heavier traffic!

    Incidentally, we had to carry the luggage to our rooms ourselves as there is no porter service in this hotel (not surprising!). The check-in time is 3 PM but check-out is at 11 AM which is perhaps not being fair to the guests.

    The restaurant which serves buffet breakfast is located on the 15th floor. It’s a no frills, functional place. More like a large industrial canteen. The buffet breakfast was just about average. Not too many options. Surprisingly, there were no tags identifying the dishes, some of which were local, making it difficult for a foreign visitor to choose.

    There was no Wi-Fi (free or otherwise) in the rooms which was a big negative. Paid Wi-Fi was restricted to the lobby area which made it virtually useless. However, there is a brand new café at the lobby level (newly refurbished wing) where you get free Wi-Fi for a while if you order a snack.

    The hotel and the entertainment zones are seamlessly integrated. The “courtyard” right outside the reception lobby is a fun place, designed like a town square. There are fast-food stalls, paved paths, waterways and a raised platform where amateur entertainers from around the world perform their acts in the evenings. Nice carnival like atmosphere. The hotel casino is located there as well. The Ripley’s Museum is on the floor above.

    The bottom line: This hotel’s attraction lies in it being the world’s largest hotel and an integral part of the unique Genting Highlands Resort experience. Don’t expect more, or less!

    Lots of new ground rules now compared to the late Uncle Lim’s administration. You will really need to self check in now. You navigate the check in machine for the check in and you will get the room key on the spot? Hotel check in have changed to 3pm and check out is at 11am. You will be penalized should you check out after 11am. Hotel guests must be in the room latest by 11pm. There isnt coffee/tea given should you stay at tower 1.
    You will still be getting a free room, but not entirely free. If you wants to check in before 3pm, you will need to pay RM5. If you wants your room near lift, or nice view, or a connecting room, you will need to pay RM15 EACH. You can still request for a room upgrade if you are not satisfied with the room you get, but you will need to wait after 3pm.
    There is no wifi in the hotel except for the lobby in which you will need to purchase for Maxis wifi broadband for RM10 per hour or RM15 per day but you will need to stay at the lobby only to operate the wifi, not in the room. Other phone lines except probably for Maxis or Celcom, has bad reception in the hotel.
    The guests coming from nowhere occupying the hotel are awful, still seeing people smoking and spitting. You will get to see loan shark and pimp soliciting for services at the first world.
    Except for the tower 3 now with the XYZ rooms, nothing much has improved since.
