The Courts

Provide administration of the civil, family and criminal courts in England and Wales.

Advocates representing the CPS prosecute the majority of the criminal cases that are heard within the magistrates’ courts and the Crown Courts. Magistrates’ courts deal with the less serious criminal offences. Youth courts are special magistrates’ courts which deal with all but the most serious charges against people aged between 10 (the age of criminal responsibility) and under 18. The Police

There are 43 police forces across England and Wales responsible for the investigation of crime, collection of evidence and the arrest or detention of suspected offenders. Once a suspect is held, in minor cases the police decide whether to caution them, take no further action, issue a fixed penalty notice or refer to the CPS for a conditional caution, or in the more serious cases, send the papers to the CPS to decide upon prosecution. I-66 toll plan rolls forward

In the summer, drivers on Interstate 66 will see crews preparing for the toll-gantry system along the lanes inside the Capital Beltway.

It won’t take long, compared with other major transportation projects. The tolling signs will be activated about a year later, in mid-2017. The image above gives drivers an idea about what they will see as they approach the entry points for I-66.

There’s still some planning left. This week, the Virginia Department of Transportation is holding public hearings on design details. The first was Monday night at the Washington-Lee High School in Arlington, the second is from 6 to 8 p.m. Tuesday at Eagle Rock Middle School in Ashburn, and the final is 6 to 8 p.m. Wednesday at VDOT’s Northern Virginia headquarters, 4975 Alliance Dr. in Fairfax.

The Monday night hearing in the school cafeteria drew several hundred people, who studied the project’s display boards and listened to a presentation by Amanda Baxter, the project’s manager for VDOT. At the end of her talk, the floor was opened for public testimony. But out of the crowd of several hundred, only six wanted to talk. This was remarkable, given the long, controversial history of the interstate inside the Beltway. Arlingtonians live in the project’s corridor and will feel the full effect of it, both as residents and commuters.

People who have been following this project for the past year suggested that people may be holding their fire for VDOT’s upcoming sessions about a separate project that will widen the eastbound side of the highway for four miles between the Dulles Connector Road and Ballston. The widening was part of a compromise reached only last month between Gov. Terry McAuliffe (D) and the General Assembly, which was considering bills that would have blocked the high-occupancy toll-lanes project. The state needs to prepare an environmental assessment for the widening and hold hearings that are likely to draw close scrutiny in Arlington. Construction could start in early 2018 and be completed in early 2020.

The tolling signs that will appear on the approaches to I-66 will look familiar to travelers on the west side of the Beltway and on I-95 in Northern Virginia. But as Falls Church City Council member David Snyder pointed out during his testimony Monday, “I-66 inside the Beltway is a unique highway.” For much of the nine-mile route, it’s two lanes in each direction through highly developed suburbs leading into the District, where many drivers come to a halt for a traffic light at Constitution Avenue NW.

Snyder and many of the project’s planners are counting on new programs that will help drivers leave their cars behind. These new programs, including enhanced carpooling and commuter buses, will be financed with toll revenue. The project’s success depends on them, Snyder said.

The Northern Virginia Transportation Commission soon will select a first round of projects that can be ready to go when the high-occupancy toll lanes open.

The HOT lanes will replace today’s high-occupancy-vehicle lanes, which allow I-66 access at rush hours to two-person carpools and those with exemptions, such as drivers of certain hybrid cars.

Arlingtonians have mixed feelings about the project. Creating HOT lanes means that the lanes will be open at rush hours to solo drivers willing to pay the variable toll. Some fear that will greatly increase the traffic on I-66. Others fear the tolling will push today’s I-66 drivers onto parallel routes and neighborhood streets. VDOT traffic models do not show a significant effect on such routes, but even projects that are overall successes can have some unintended consequences that their planners need to revisit after the project opens.

The Tuesday night hearing at the Eagle Rock Middle School cafeteria, 42901 Waxpool Road, Ashburn, is likely to draw a crowd with different concerns. Many will focus on the impact of tolls on long-distance commuters, including those who today pay tolls to use the Greenway and the Dulles Toll Road before they reach I-66 inside the Beltway.

Contractor Controlled Insurance Programs

In order to review the correct documents for your bid you will need to
know two things:

1. Which program is the project insured by PLP or PSI? The main distinction between the two
is that PLP is for commercial work less than $15M in total contract value to Swinerton and
PSI is for commercial work more than $15M in total contract value to Swinerton.
2. How have you been instructed to bid with or without insurance costs? If there are no
instructions from Swinerton then assume you are to bid with insurance costs included in
your price. Typically if you are to bid without insurance costs then you will be
instructed to do so.

For either program you should review the appropriate PSI or PLP Manual and the PSI or PLP Attachment A. If you are bidding a condominium project, please contact Swinerton s estimator. The documents are similar to PSI but there may be alternative language or requirements.

**ANNOUNCEMENT** On jobs awarded to Swinerton after August 1st, subcontractors will have .6% of their subcontract amount deducted for PLP (General Liability) insurance on jobs valued to Swinerton between $100,000 and $1,000,000. Please note this is a new flat rate insurance credit on all subcontracts on our jobs between $100K – $1M after August 1, 2014.

Coming to Scranton for Fall 2017!

Lackawanna College’s Surgical Technology Program is designed to be completed over a two-year period with day, evening, and Saturday courses as well as on- and off-campus clinical hours. Each program also includes summer session courses and clinical lab hours.

Acceptance into Lackawanna College’s Surgical Technology Program is based on a selective admissions process with a maximum of 15 students selected annually.

Degree information

Through a balance of classroom instruction and clinical experience, the student will acquire applied skills and knowledge in the field of Surgical Technology.

Surgical technologists work in the operating room under the direct supervision of a surgeon and a registered nurse. Surgical technologists help facilitate the draping, and prepping of the surgical patient. They gown, and glove other team members. They get all the instruments, supplies, equipment necessary for specific surgical procedures. As a member of the sterile team, surgical technologists will hand all necessary instruments and supplies to the surgeon and other team members.

A surgical technologist has a broad knowledge of anatomy and physiology, microbiology, sterile techniques, and patient safety concepts as well as ethical and legal concepts. A surgical technologist must have an understanding of the hospital organization, policies, and procedures.

Job opportunities and salaries in the healthcare specialty of surgical technology have been rising steadily over the last few years, and the U.S. Department of Labor predicts employment of surgical technologists is projected to grow 30% from 2012 to 2022, much faster than the average for all occupations. Advances in medical technology have made surgery safer, and more operations are being done to treat a variety of illnesses and injuries. The median annual wage for surgical technologists was $41,790 in May 2012.

Most surgical technologists are employed by hospitals, day-surgery centers with the remainder working in the offices of physicians. After two years of experience, a certified surgical technologist may apply to become a traveling surgical technologist.

Lackawanna College’s Surgical Technology program combines classroom instruction with practical clinical externships at local hospitals. Both career-specific and academic core courses are included. Students successfully completing the program are eligible to sit for the National Certifying Exam (CST).

Surgical Technology Program classes are given days, nights and on weekends (based on the availability of the instructors). Clinical externships, however, must take place during the daytime.

  • To give students an understanding the need for surgical intervention
  • To develop an understanding of the role of surgical technologist as a member of the surgical team
  • To instruct students in the responsibilities which the performance of this role entails
  • To assist students in developing the knowledge of the organizational structure of the hospitals, its departments and the operating room
  • To develop a basic understanding of biological science as it relates to safe operating room procedure
  • To facilitate the hands-on, supervised experience in the operating room performing the duties of a surgical technologist.

Admissions criteria and requirements

Prospective students must meet the college’s minimum requirements. Applicants must submit proof of high school or GED completion with official high school transcript or GED equivalent. Lackawanna College will determine the applicant’s current academic ability based on a combination of following:

  • SAT or ACT test scores, if applicable
    • Recommended SAT scores: 470 Verbal and 470 Math.
    • Recommended ACT scores: 20 or higher in each relevant section.
    • Most scores are valid up to 3 years from test date.
  • College Transfer Credits
    • If transferring credits from another college/university, official college transcripts are required.
  • Placement Test
    • Applicants without valid SAT/ACT scores and who have not previously earned college credits will be required to take the ACCUPLACER exam for determination of current academic ability. Applicants must achieve College Ready scores in Reading, Writing, and Math to be considered qualified for the Surgical Technology program.

Due to the very specific nature of these degree programs, applicants with transfer credits may only transfer credits related to program core courses including the following:

  • Anatomy and Physiology I – 4 credits
  • Anatomy and Physiology II – 4 credits with lab (if taken within two years)
  • College Algebra
  • Computer Applications
  • College Writing
  • Effective Speaking
  • Introduction to Psychology
  • Medical Ethics (subject to review)
  • Medical Terminology (subject to review)

    • Varicella Vaccination Date or Date/Year of Chicken Pox
    • Hepatitis B vaccination (3 shots) or waiver
    • MMR documentation or titers
    • Adult TDaP (after age 19)

Interviews will be scheduled for qualified Surgical Technology program applicants who submit a fully completed application. A mandatory informational meeting will be required prior to start of the selected program.Qualified students will be notified of the date and time upon selection into program. The meeting will review the Surgical Technology department’s policies and expectations. The meeting will also allow for question and answer session and tour of the Lackawanna College facilities.

Curriculum

Changes in the curriculum for this program have been approved by ARC/STSA and will be in effect for students beginning their studies in the Fall 2017 cohort.

This degree program is moving to our Scranton campus in Fall 2017.

Levels of Hospice Care

There are four levels of hospice care. The level of care provided is based upon you or your loved one’s individual needs in the setting that is most appropriate and comfortable.

Routine Care
This level of care is provided in the patient’s place of residence — in your private home, an assisted living community, a skilled nursing or long-term care facility, or another residential setting. Under routine care, you receive regular visits from members of your care team, based upon your specific needs. As your needs change, team members adjust their visits to accommodate these changes and ensure optimal care.

General Inpatient Care (GIP)
If you experience acute symptoms that cannot be safely managed in your home or other residential setting, you may require a higher level of care called General Inpatient (or GIP) care. GIP care is provided in a skilled nursing facility, a hospital, or a hospice inpatient unit such as our McCarthy Care Center in Sandwich. Once symptoms are under control, you may return to your home under the routine level of care.

Respite Care
Many patients have their own caregivers. If your caregiver needs a rest from their care giving responsibilities, respite care may be available. Under respite care, you may stay in a hospital, other inpatient center or nursing home for up to five days.

Continuous Care
Sometimes a medical crisis occurs that needs close attention. When this happens, skilled care may be brought into your home for up to 24 hours to possibly avert the need for a hospital visit. When the crisis is over, you can return to routine care.
