Posted 8/26/14Policy Field Advisory – A memorandum to ensure that all multidisciplinary evaluation programs approved pursuant to section 4410 of the Education Law understand that Education Law does not permit use of school psychologists without appropriate professional licensure under Title VIII of the Education Law is now available.

Model Certificate – A model certificate for award of the New York State (NYS) Career Development and Occupational Studies (CDOS) Commencement Credential is now available. Each school district is responsible for developing a certificate at the local level that is similar in form to the district diploma. The certificate must not use the term “diploma” and it must indicate that the NYS CDOS Commencement Credential is endorsed by the NYS Board of Regents as a certificate of readiness for entry level employment.

Professional Development -The P-12: Office of Special Education is pleased to announce regional professional development workshops to be offered by the Technical Assistance Center on Disproportionality for the 2014-15 school year to assist school districts in understanding the root cause of, and how to systemically address, the disproportionate assignment of various subgroups in special education.

Posted 7/24/14Policy Field Advisory – A memorandum regarding the permanent adoption the amendment of section 200.5 of the Regulations of the Commissioner of Education to eliminate the requirement for parental consent prior to the initial provision of special education services and programs during the months of July and August is now available.

Policy Field Advisory – Sections 200.7, 200.15 and 200.22 of the Regulations of the Commissioner of Education have been amended to conform to Chapter 501 of the Laws of 2012 and the regulations, guidelines and procedures established by the Justice Center. The regulations, which first became effective June 30, 2013, were subsequently revised and were adopted on a permanent basis effective on May 14, 2014.

Field Advisory – The P-12: Office of Special Education has developed resources to assist parents of children with disabilities to have a better understanding of the Common Core Learning Standards and how the child’s individualized education program (IEP) should include recommendations to support their child’s progress towards those standards. Translations of these resources are now available in Spanish, Korean, Russian, Chinese, and Haitian Creole.

Field Advisory – A memorandum on the Common Core Learning Standards and students with disabilities is now available. This memorandum provides guidance and information on the roles and responsibilities of the Committee on Special Education to align the development and implementation of each student’s individualized education programs to the State’s learning standards; the importance of purposeful planning to address students’ needs; and information for parents of students with disabilities.

District Data – The 2012-13 Special Education School District Data Profile for each New York State public school district is now available.

Policy Field Advisory – A new joint memorandum from the Office of Special Education and STAC/Medicaid Unit with additional information regarding State reimbursement for students with disabilities in approved private schools is now available.

Amendment to Education Law – Section 4402 of New York State Education Law has been amended by Chapter 56 of the Laws of 2014 to repeal the requirement that the district obtain parental consent prior to the initial provision of special education services to a student with a disability in a 12-month special service and/or program.

Forms and Notices – The New York State Procedural Safeguards Notice: Rights for Parents of Children with Disabilities, Ages 3-21 has been revised to reflect the recent amendment to section 4402 of New York State Education Law by Chapter 56 of the Laws of 2014, relating to parental consent for initial provision of extended school year services.

Policy Memorandum – A memorandum providing additional guidance and protocols related to the health and safety of students with disabilities with elopement behaviors is now available.

Applications – A memorandum providing updated procedures, forms and policy relating to a school district’s responsibility to submit timely and complete applications, as prescribed in section 200.6(j) of the Regulations of the Commissioner of Education, for approval of State reimbursement of tuition costs for placements of students with disabilities in out-of-State approved residential programs is now available.

Professional Development – The New York State Education Department, P-12: Office of Special Education and the Career and Technical Education Office are pleased to announce regional conferences on the New York State Career Development and Occupational Studies Commencement Credential.

Forms and Notices – The Sample Due Process Complaint Notice has been revised to request information from parents who request an impartial hearing as to whether they have another impartial hearing pending or, within the prior year, had requested an impartial hearing and subsequently withdrew their request.

*NEW* Special Education Graduate Certificate Program (Proposed Start Date: January 2018)

Late Applications for Master of Education Programs

The application deadline for the Master of Education in Counselling (Prince George), Multidisciplinary Leadership (Prince George), and Special Education (online/synchronous) has been extended until February 15, 2017. These applications will be considered late so they MUST be in paper format and couriered to UNBC. The application can be found here .

Binding of Master’s Theses and Projects

The UNBC Graduate Programs will no longer send out theses and projects for professional binding beyond the required copies. If students are interested in local binding or the binder used by Graduate Programs, they should here for further details.

Grading Scheme for Bachelor of Education and Master of Education programs

The School of Education adopted a grading scheme different than the UNBC standardized grading system for each of the degree programs as represented in the Undergraduate and Graduate Calendars. The Bachelor of Education grading scheme has been used in the Bachelor of Education program since 2007. The Master of Education grading scheme was adopted effective immediately at the September 1st, 2015 Annual General Meeting. Any questions should be direct to the School of Education Chair, Dr. Andrew Kitchenham .

There are a number of research opportunities for School of Education faculty through the UNBC Research Office and through outside agencies. As well, through the School of Education, each tenured, tenure-track, and term instructor is eligible for a small stipend for presenting at or attending a conference once a year. For research involving human subjects, the Research Ethics Board requires a detailed application and meets once a month for most of the academic year.

BCTF Maxwell Cameron Award

Each year, the British Columbia Teachers’ Federation honours the memory of Maxwell A. Cameron with the presentation of a silver lapel pin and monetary award to selected education students who have completed their final year of education and training at one of BC’s public universities.

At UNBC, the outstanding Teacher Candidates in both the Elementary Years and Secondary Years stream are selected through a process of nomination by their Cooperating Teachers, Practicum Supervisors, and/or the School of Education faculty and the evaluation of their academic and professional preparation, practicum work, and their commitment to social justice issues.

Teacher candidates in both the Elementary and Secondary streams complete course work and practicum experiences over a two-year period. Upon completion, successful candidates are granted a B.Ed. degree and will be recommended to the Teacher Regulation Branch for a professional teaching certificate. Individuals require this certificate to teach in the public schools in the province of British Columbia.

The Counselling specialization is designed to prepare counsellors to provide professional services and leadership in counselling and psycho-educational programs offered in schools, post-secondary institutions, social service agencies, community health organizations.

Multidisciplinary Leadership (next start date: September 2018)

The Multidisciplinary Leadership specialization is designed to prepare graduates to take on roles of responsibility or leadership in a number of educational or community environments. In particular, our graduates will develop skills in collaboration and communication, as well as specific leadership practices that enable the creation of positive and innovative organizational environments. At the same time, a rigorous academic focus provides the knowledge that is necessary to ground effective practice in the diverse and rich scholarship of leadership. Special Education Specialization (next start date: September 2018)

The Special Education specialization prepares students to provide professional services and leadership in Special Education and educational programs offered in schools and other educational institutions. The part-time program includes an integrated core of required courses, elective courses, and thesis, project portfolio, or comprehensive examination routes.

This Special Education specialization is delivered online in its entirety but students should understand that it is synchronous (in front of a computer with a headset on a certain day at a specific time). It requires a minimum of 31 graduate credit hours for completion, with an option to take up to 10 additional elective credit hours within the degree route. The Special Education specialization requires students to complete five (5) required courses, and a sufficient number of elective courses to meet the minimum 31 credit hour graduation requirement including the comprehensive examination (3 credit hours), portfolio (3 credits), project (6 credit hours), or thesis (9 credit hours) routes. The normal completion rate for full-time students is between two and four years and between three and six years for part-time students.

The main goal of the 2018 Hawaii International Conference on Education is to provide an opportunity for academicians and professionals from various education related fields from all over the world to come together and learn from each other. An additional goal of the conference is to provide a place for academicians and professionals with cross-disciplinary interests related to education to meet and interact with members inside and outside their own particular disciplines.

These are children and adolescents with severe intellectual and/or physical disabilities that require intense intervention techniques, usually in a dedicated classroom. The curriculum of the online MSEd in Special Education is aligned with edTPA, formerly the Teacher Performance Assessment. The edTPA process involves three tasks: planning, instruction and assessment. Find students’ instructional levels by assessing their reading skills with developmentally appropriate texts while recording reading behavior. Benchmark Passages are short text selections that are one part of a three-part process to help place students at their instructional levels for leveled reading sessions and to assess their readiness to progress to the next level.

Why Benchmark Passages

Benchmark Passages assess comprehension and reward students’ progress from level to level. They are one part of a three-part process that provides a more complete assessment of reading behavior and comprehension than any of the parts independently.

  • Each level has 2 fiction and 2 nonfiction passages.
  • Each level has at least 1 fiction-nonfiction passage pair on the same topic.
  • Each passage uses a level-appropriate percentage of words from leveled books at that reading level.
    • aa-E = 100%
    • F-J = 95% + 5% new words
    • K-Z = 90% + 10% new words
  • The text of the entire passage is used in the Running Record.
  • Most are one page long, but upper level passages can be two pages.
  • ALL are available on Raz-Plus .

How to Use Benchmark Passages

  1. Give a student a Benchmark Passage he or she has never seen before to read aloud. If you prefer to use familiar text, use the fiction-nonfiction topic pair at each level. Use one passage from the pair to support a student’s understanding of the topic before assessing with the other passage.
  2. Record the student’s reading behavior using the passage’s Running Record form.
  3. If a student scores 90 percent, assess the student’s comprehension using a Quick Check from Level A-Z and Retelling Rubrics .
  4. If a student scores from 90%-94% percent on the running record and answers comprehension questions at 80%-100%, he or she is at an instructional level. (For more details, see About Running Records ).
  5. Use Benchmark WOWzers to reward students’ progress from level to level.

Alternate Route

How Do I Enter the Alternate Route Program?

The Alternate Route program is a non-traditional teacher preparation program designed for those individuals who HAVE NOT completed a formal teacher preparation program at an accredited college or university, but wish to obtain the necessary training to become a NJ certified teacher.

Completing the Alternate Route program requires that the following series of steps be taken by a prospective applicant in the order listed:

  1. Apply for a Certificate of Eligibility (CE) through the Office of Licensure and Academic Credentials (OLC).

**New requirement for Certificate of Eligibility: As of October 31, 2009, applicants for a Certificate of Eligibility for elementary, middle school specialization, N-12 subject area and career and technical education CEs must complete 24 hours of formal instruction prior to issuance of the CE. This requirement also serves as an introduction to the teaching profession for those individuals who are exploring career options. This requirement became effective on September 1, 2009, for candidates seeking a pre-school through grade three CE.

Remember, it is your responsibility to make sure all necessary documents are received by the OLC so that your file can be reviewed by an examiner. The waiting time for your application review does not begin until all documentation is received. You must submit a completed and notarized Oath of Allegiance (Non-citizen Oath and Non-citizen Affidavit if you are not a US citizen) and the proper fee. Only official transcripts and official copies of test scores, where applicable, are acceptable. You will find all necessary Forms Documents on our website as well as a current Fee Schedule.   1. Obtain a Certificate of Eligibility and accept employment.

A Certificate of Eligibility is issued once a candidate meets all the requirements for the particular endorsement. The Certificate of Eligibility authorizes an individual to seek and accept employment in a New Jersey public school requiring certification. Once all requirements for a certificate have been met, it will be issued by the OLC and mailed to your home address.

  • Enter the Provisional Teacher Program.

    Once you have secured employment, it is the responsibility of the hiring school district to enroll all Novice Teachers in the Provisional Teacher Program. A Provisional teaching certificate is then issued for a period of two years. The PTP is a school-based training and evaluation program provided during the first year of teaching in New Jersey.     Make sure your school district completes this step in the process

  • Meet mentoring and formal instruction requirements .
  • While working as a provisional alternate route teacher you must be mentored by a colleague in the district and be supervised and evaluated by district personnel.
    Concurrently, you must attend formal instruction that is required for the certificate you are seeking. The formal instruction requirements are:

    • Elementary CE. A minimum of 200 hours of formal instruction at a state approved regional training center or alternate route Master of Arts in Teaching Program. Elementary K-5 alternate route candidates hired on or after October 31, 2009, must complete 45 hours of study in teaching language arts/literacy and 45 hours of study in teaching mathematics.
    • Elementary School with Middle School Specialization CE. In addition to completing requirements for the K-5 standard certificate, middle school specialization candidates must complete a course in adolescent psychology.
    • Subject Area CE. A minimum of 200 clock hours of formal instruction at a state approved regional training center or alternate route Master of Arts in Teaching Program. For World Language candidates, a course in methodology must also be completed.
    • Preschool through Grade 3 CE. An approved New Jersey college-university program of 13-17 credits.
    • Teacher of Students with Disabilities CE. An approved New Jersey college/university program of 21-27 credits (and the requirements for the candidate s subject area or grade level certificate).
    • Bilingual/bicultural CE. An approved New Jersey college/university program of 12 credits (and the requirements for the candidate s subject area or grade level certificate).
    • ESL CE: 200 hours of formal instruction at a state approved regional training center and a college/university program of 15-21 credits.
    • Career and Technical Education CE: 200 hours of formal instruction targeted to CTE candidates. A pilot program is currently operated by Brookdale Community College. See CTE Alternate Route Teacher Preparation Program Link: http://www.brookdalecc.edu/pages/4239.asp .
    1. Successfully complete the Provisional Teacher Program and receive a Standard teaching certificate.

      Once the PTP program has been successfully completed, a Standard teaching certificate can then be issued by the OLC. The Standard certificate is a permanent certificate issued to candidates who have met all requirements for State certification.

    The doctoral program is designed to prepare students for faculty and leadership positions in colleges, universities, research institutes, or human service agencies.     Special Education

    In DoDEA’s Community Strategic Plan, the vision statement, the mission statement and the guiding principles each embrace the notion that ALL students will be successful in our schools. Special educators work collaboratively with general educators and share the responsibility for ensuring that students with identified disabilities will meet with success. ALL students can learn when instruction is geared to their strengths and they are given sufficient opportunity to learn.

    Special education is specially designed instruction, support, and services provided to students with an identified disability requiring an individually designed instructional program to meet their unique learning needs. The purpose of special education is to enable students to successfully develop to their fullest potential by providing a free appropriate public education in compliance with the Individuals with Disabilities Education Act (IDEA) as implemented by DoD Instruction 1342.12, “Provision of Early Intervention and Special Education Services to Eligible DoD Dependents.”

    In DoDEA, special education and related services are available to eligible students, ages 3 through 21 years of age. To be eligible for special education:

    • The child must have an identified disability;
    • The disability must adversely (negatively) affect the child’s educational performance; and
    • The child must require a specially designed instructional program.

    Note: Students with a disability who are not found eligible for special education and related services may receive reasonable accommodations and modifications under DoDEA Policy Memorandum: Nondiscrimination on the Basis of Disability in a DoDEA Dependent Educational Programs and Activities.

    Educational Services

    Decisions regarding the type of special education services to be provided and the educational placement for the provision of such services is based upon a student’s individual need. Students with disabilities are educated in the least restrictive environment that is most appropriate for them. A variety of special education services are available beginning with full participation in the general education classroom to the extent possible–often with the provision of supplementary aids and support–as determined by the school’s Case Study Committee (CSC) which includes parents. Services are provided in the least restrictive environment for each student and may include:

    • Consultation provided by special educators to the general education teacher;
    • Collaborative instruction in the general education classroom through co-teaching by the general and special education teachers; and
    • Instruction in the special education classroom for part or all of the school day.

    Developmental Intervention Services

    The Military Medical Departments through their Educational and Developmental Intervention Services (EDIS) are responsible for providing related services (e.g. physical and occupational therapy, clinical psychology) in DoDEA schools located overseas. EDIS is also responsible for the provision of Early Intervention Services (EIS) for children, ages birth through 2, at all DoDEA locations. The related services available at each overseas location are identified in the DoD Directory, Early Intervention, Special Education, and Related Services in OCONUS Communities .
