    The St David s Hotel Spa

    Location

    In the regenerated Cardiff Bay area, St David’s Hotel Spa is a 10-minute taxi ride from Cardiff Central station, and a 20-minute walk from the city centre. It is next to the shops, bars and attractions of the Cardiff Bay area, including the Doctor Who Experience and the Welsh Assembly building. However, the great views across Cardiff Bay from balconies (not a feature of all rooms) are rather spoiled by traffic noise from the nearby A4232.

    Style character

    An enormous white and glass building, St David’s has an impressive uninterrupted ground floor to roof atrium. Although the view from each floor’s corridor is not, therefore, for those with vertigo, this design allows for a pleasant feel of light and space. On the other hand, the large panes of glass and clean white walls occasionally mean that the design slips into “office” territory. Indeed, the property has to tread a fine line between business and leisure hotel, accommodating both types of customer, as well as many wedding parties. Although it mostly succeeds, the very prominent “business suite” made things feel slightly corporate. The Marine spa has excellent facilities in the shape of a swimming pool, sauna, hydrotherapy spa pool, gym, and ESPA treatments. The waiting area has a good range of teas, coffees and juices, magazines, and a collection of books including Charles Dickens and Rudyard Kipling. The floor to ceiling windows allow for lovely views over the bay, complete, perhaps, with bobbing swans. A nice touch is the private lift for spa access, so guests can get ready in their rooms and then go straight to the spa without traipsing through the main hotel reception.

    Service facilities

    Staff were friendly and efficient – perhaps overly so at breakfast, when plates were whipped away before I had finished my last bite of food. This may make guests feel as if staff members want to “clean up around them”. But they were also knowledgeable: I took a recommendation about boarding a water taxi from the Bay to the city centre and found it a pleasant way to get to Cardiff’s main park and castle. Staff in the hotel spa were obviously well-trained, and the therapist who gave me a back massage was attentive to the pressure she applied.

    Rooms

    My deluxe twin room was well equipped, with all the accoutrements of a business hotel, including shoe horns, Molton Brown toiletries and a flat screen television. However, the room lacked the character one might expect from a property that also markets itself to leisure travellers, who could want more than service- lead accommodation. The bland pale wood fittings and generic leather chair meant the room did not have “stay factor”, and the scuffed furniture felt less than five-star. There was also audible noise from other rooms during the night. My room did not have a mini bar, although 24-hour room service is available.

    Royal visit at new in patient centre at St Luke s Hospice in Sheffield

    A new inpatient unit at St Luke s Hospice – paid for in part thanks to The Star – has been given the Royal seal of approval.

    Prince Richard, The Duke of Gloucester, toured the new extended and refurbished £5.5 million In Patient Centre at the hospice in Whirlow.

    The Duke Gloucester has visited St Luke’s Hospice in Little Common Lane, Sheffield, to open the new In Patient Centre. Our picture shows the Duke signing the visitors book, watched by chief executive Peter Hartland.

    The Star has so far raised more than half of the £100,000 it pledged for one of the single rooms in the new unit, with £50,000 alone coming from our Great Pie and Peas Up campaign.

    Hundreds of pie and pea suppers were hosted by readers, residents, businesses, schools and community groups, with proceeds going towards St Luke’s fundraising target.

    The Queen’s cousin looked around the hospice before meeting patients and staff, unveiling a commemorative plaque, and signing the guest book.

    He praised fundraisers and staff for their hard work, and the architects for their design.

    The new unit, which aims to allow patients to carry on as normal a life as possible, accommodates 20 patients in 14 single rooms and two three-bedded rooms.

    The Duke said: “I congratulate those who have played a part in developing St Luke’s over the decade and, in particular, this new wing which you have clearly designed with great care and attention and which is already full of your patients who feel extremely comfortable and well looked after.”

    Following the Duke’s visit, BBC television presenter Harry Gration took part in a dedication ceremony with patients.

    Gaynor Boon, aged 52, from Woodhouse, has ovarian cancer and has been staying in the unit for a week while her pain relief is managed.

    The former curator at Sheffield Museums said: “This is my first visit. It’s amazing really. Coming in you feel like you are walking into a hotel environment and are treated like a hotel guest.

    “You have got state-of-the-art nursing and pain management, but on top of that there is the hospitality side.

    “You’ve got a lovely room with a balcony, a menu which offers three-course lunches and dinners, and a restaurant service.

    “My dog Hunney, a long haired golden retriever, is also allowed to visit! She comes most days which makes it feel like a home from home.”

    Una Moran, director of fundraising at St Luke’s Hospice, described the unit as ‘a gift by the people of Sheffield, for the people of Sheffield’.

    She said: “Everyone who has contributed should be proud of the part they have played in creating this gift for the people of Sheffield, which will be here for many years to come.”

    She added: “It never ceases to amaze me the ways people think of to raise money, and the generosity people find to stretch themselves to support this hospice, which supports about 6,000 people across Sheffield every single year, including patients and loved ones.”

    Palliative Care Unit

    The focus of the palliative care unit (PCU) is to manage distressing symptoms (pain, nausea, difficulty breathing) and ensure comfort when cure is no longer possible.

    The PCU is a 10-bed unit comprised of three large semi-private rooms and four single rooms. The environment on PCU is structured for the comfort of patients and their families and friends. Facilities include an open concept kitchen/lounge/dining area, laundry facilities, a whirlpool bath, educational reading materials and small private meeting rooms.

    • Visiting hours are flexible.
    • Family and friends wishing to stay overnight with a patient may arrange a cot and sleeper chair with our staff.
    • Children are welcome to visit.
    • Pets are welcome to visit, with clearance from staff.
    • Open dialogue with our specially trained staff is encouraged at all times.
    • Trained volunteers are part of the team, and help to enrich the patient s quality of life.
    • All religions are respected, all personal spiritual advisors are encouraged to visit and a multi-faith meditation room and chapel are located in the Hospital.
    • All basic ward rooms and professional care are covered by the Ontario Health Insurance Plan (OHIP).

    Accessing Palliative Care

    Applications to the palliative care unit are normally made by a member of the health care team caring for the patient.

    Our criteria for admission:

    • The patient and family agree with a palliative plan of care. This means that a decision has been made by the patient and family to stop any further active treatment aimed at cure of the illness, and to focus instead on promoting patient comfort by managing symptoms.
    • A do not resuscitate (DNR) status has been discussed and agreed upon by the patient and the patient s family.
    • The patient should have an estimated life expectancy of three months or less. If the condition of the patient stabilizes or improves and the care team feels the patient may have a longer life expectancy than initially thought, we work with the patient and the patient s family to find a more appropriate care setting.

    Tours of the unit are encouraged so patients and families can see the facility and have an opportunity to talk with our staff to answer any questions about palliative care.

    Pikes Peak Hospice Palliative Care

    This isn t the easiest place to write a review of because I just lost my dad there a couple days ago. But for anyone else that might have to go through something that hard, this place is amazing.

    It s located on the 4th floor of the Medical Center and has an incredible staff, many of whom are volunteers with personal experiences there. The social worker and chaplain that came to speak with my mom were absolutely incredible and made things so much easier for her. They even help to set up things for after someone passes, which I know I appreciated because I had no idea what to do.

    My sister and I spent a lot of time walking around the floor and there are beautiful pieces of art everywhere along with two sitting areas, each with a piano and small aviary (with finches and doves in it). It was just before Christmas so they also had trees and decorations up.

    There is a cafeteria on the 5th floor (check the hours because it s not open all the time) that gives a discount to family members of someone in the hospice. And they have a pretty good selection of food too.

    I had to telecommute while I was there, and the hospice offers a wifi just for family members to use. You just have to ask the front desk for the password.

    These are a great bunch of people that made the hardest day of my life much easier to deal with. In the end when you re loved one passes, they even place a rose on the door. It s a small thing, but means a lot at the time.

    Situations like this always leave me wishing there was a ZERO star rating. I had a terrible experience with Pikes Peak Hospice. There are some great nurses there, Tangee is really, really compassionate and knowledgeable. Several other day shift folks are great. BUT, if you stay the night with your loved one you will see a night shift that could care less if you end up being the one to care for your loved one. They certainly won t move at anything more than a snails pace to respond to a call light. They were deplorable.

    However, it s the saleswoman Mimi that was really despicable. She put on a high pressure sales pitch that used car salesmen would be in awe of. She mentioned on numerous occasions that right now we have a bed open , making it sound like at any moment they might fill up and a bed would not be available any longer. She also refused to let us call and talk to the charge nurse and ask some detailed questions to someone who actually knew what kind of care was provided. Once we got in, there were probably 12 beds available, so it was abundantly clear that she was preying on us in order to close a deal. Here we are, with our father in the hospital on his way to dying and all Mimi cares about is selling us a bed. Enjoy that commission Mimi, I hope it buys you a lot of fans as you rot in hell.

All KS2 pupils learn Latin as part of our curriculum and children in KS1 have the opportunity to play the violin at no cost to parents.

    The Board of the Hospice, our management team and staff, and our volunteers and supporters are delighted to note that Healthcare Improvement Scotland found the Hospice, Scotland’s oldest and largest, to again be excellent in every category. No requirements or recommendations were made by the inspection team which for the first time included a public partner responsible for speaking to the patients that we serve.     What Is St. John s Hospice?

    Saint John’s Hospice is a Catholic Social Services shelter for men located in Center City Philadelphia. Established in 1963 by Monsignor Anthony J. O’Neill, Pastor of Saint John the Evangelist Church, and The Little Brothers of The Good Shepherd, Saint Johns was created as an outreach ministry to serve and assist the poor and homeless in the community. Saint John’s continues to provide crucial, life-sustaining services with dignity, respect and compassion to homeless men in Philadelphia.

    Are you passionate about palliative care?

    Do you have a comprehensive knowledge of pain and symptom control?

    Do you possess a high level of communication and interpersonal skills and have the ability to work autonomously and as part of a team?

    As a Nurse Specialist you will be working as part of the Community Palliative Care Team, providing 24 hour specialist nursing advice and support to patients, families and health-care professionals within the community setting.

    Applications are welcomed from Registered Nurses with extensive palliative care experience and knowledge, preferably at Masters level. You should hold a relevant degree, or post Registration qualification in Palliative Care/Oncology.

    We will support you to achieve advanced assessment skills, non-medical prescribing and DNACPR competencies.

    Hospice House

    The Hospice House of St. Mary’s opened in fall 2009 and serves as a place of dignity, comfort and peace. At times, individuals with terminal illnesses need care that cannot be provided in their own homes. For these individuals, Hospice House offers care and a place to call home. Hospice House of St. Mary’s is the first of its kind in our county, thanks to the many community members and organizations that helped turn the vision of the house into a reality. This attractive residence, located on 23 acres of wooded land in Callaway, Maryland, offers a country kitchen, great room, dining room for special family gatherings and a meditation room. Spacious private bedrooms include a large bathroom, fully electric patient beds, a double sleeper sofa and comfortable seating, as well as French doors to private patios and/or a huge deck overlooking beautifully landscaped grounds.

    When might care at the Hospice House be appropriate?

    Many situations may occur in which Hospice House care would be appropriate, but the most likely scenarios may be if the patient lives alone, has a caregiver who is unable to continue care for his or her loved one at home, or if there are intense pain and/or symptom management needs.

    What amenities does the Hospice House offer?

    Residents and their loved ones will relax in one of our six peaceful bedroom suites complete with private bathrooms and common areas. Other amenities include a spacious community living room, an open deck with a breathtaking view of our rural 23-acre property and a beautifully landscaped memorial garden. Patient meals are prepared daily by staff or Hospice volunteers in a country-style kitchen. Meal planning is overseen by a registered dietitian.

    What costs are involved?

    Hospice of St. Mary’s does not turn anyone away for the inability to pay. Though hospice care is covered by most insurance policies, it does not cover the cost of room and board charges at the Hospice House. Room and board at Hospice House is assessed at a flat daily rate with a sliding scale fee available to residents of St. Mary’s county, based on the patient’s ability to pay. The sliding scale is determined by an analysis of the patient’s income vs. expenses (not taking into consideration personal property such as land or home). Our social workers will review this with the family by looking at tax returns, bank statements, sources of income, and the patient’s monthly expenses (mortgage, utility bills, credit card bills, grocery costs, etc.) to see if the patient would qualify for a reduced rate. Payments would be made by the patient directly or by a family member on the patient’s behalf. When needed, our social workers can help families in preparing documents to give financial access to the patient’s designee.

    How can you help?

    Volunteers are always needed to prepare meals, maintain cleanliness, complete errands and maintain the yard. Volunteers can be of any age, but must provide their own transportation. Learn more about volunteering at Hospice of St. Mary’s.

    The history of St. Cloud’s Munsinger Gardens may be compared to the garden’s well-worn paths; for both have interesting and unexpected turns. During the 1880s the lower east bank of the Mississippi River was the site of a sawmill. But by 1915 the city purchased the area for use as a neighborhood park. Eventually, the site became known as Riverside Park and Munsinger Gardens, the latter section named in honor of a former superintendent of parks, Joseph Munsinger. Munsinger Gardens has experienced many different stages of development. Improvements to the gardens occurred during the Great Depression through the Works Progress Administration. Projects from this period included planting trees and flowerbeds. Other additions included the creation of rock-lined paths, a lily pond, and a fountain. However, most of the work in developing the garden was directed by Joseph Munsinger. The first greenhouse was built in 1938. While the original greenhouse is gone, new ones stand in its place, and garden staff continues the tradition of growing flowers that help beautify this wonderful jewel known as Munsinger Gardens.

    Great little motel. We stayed here for one night. The rooms are small but clean and exactly what you would expect for a little beach motel. We paid 175 for the night which is pricey for a motel however it s just a short walk to the beach, a trolley stop, and multiple restaurants. We didn t have to drive at all for the two days we were there. The woman at the front desk was very friendly and polite. The outdoor pool was very clean. They even have a grill and patio section set up. We didn t get to use this but will when we go back to stay again.

    My girlfriend and I stayed at the Footbridge Motel for three nights, and we were thoroughly pleased with the room, amenities, and the friendly staff that the motel provided. Upon arrival the woman that checked us into our room offered to upgrade us to a larger room with a larger bed free of charge. The motel rooms are newly remodeled, clean, and comfortable. The heated pool, and barbecues are great amenities that add to the value of your stay. You really get more for your money when booking your stay at the Footbridge!

    I was happy with our stay here. The lady at the desk was friendly and offered us brochures of places to eat and things to do, and told us if we needed anything she would be there for us!

    The room was great for the price, and close to the Footbridge Beach which was beautiful and relaxing with its white sand beaches.

    Pros: close to everything in town and a great beach, nice staff, big comfy bed, great water pressure on the shower head!

    Cons: the shower water went from freezing cold to scalding hot throughout my showers. I had to do a shower dance! The biggest downer was that I pre-paid for my room on a website and when we arrived, they had their off-season rates (probably because it was raining). I could have saved about $100 if I hadn t bought them online!

    Insurers Sending Consent to Rate Letters to North Carolina Homeowners

    North Carolina homeowners are being told to pay higher insurance premiums or risk losing their coverage under a law that allows companies to pay more than the state has approved.

    The StarNews of Wilmington reported insurance companies are sending consent to rate letters under which homeowners agree to a higher rate or risk losing their coverage.

    Sen. Michael Lee, R-New Hanover, a member of the Senate Insurance Committee said legislators need to look at the consent to rate law. It s a big concern for a lot of folks in our area, Lee said.

    The state insurance commissioner last month ruled against any increase in homeowners rates. The N.C. Rate Bureau, which represents insurers, sought an average 25.6 percent increase statewide and up to 35 percent in parts of the Wilmington area.

    Terry Wilkerson of Wilmington said his insurer, Travelers, gave him 10 days to decide whether to accept an increase of more than 120 percent. Travelers had provided his coverage for 15 years, he said.

    Our use of consent to rate is fully compliant with North Carolina law, Travelers said in a statement. There are instances when we charge more than the state s approved rate to reflect the risks customers are facing and to keep up with the increasing costs to repair, replace and rebuild property.

    A Travelers spokesman also said that the proposed increase for Wilkerson was not typical.

    Insurance companies are within their rights under North Carolina law, said Kerry Hall, spokeswoman for the state Department of Insurance. Insurance companies can increase premiums by up to 250 percent if the customer agrees, she said.

    Rep. Susi Hamilton, D-New Hanover, said she recommended that people who receive a consent to rate letter contact the Insurance Department and look into more customer-friendly insurers.

    2013 Ford Focus ST

    “You see how you can play with the back end going on or off the throttle?” asks Jost Capito, who is clearly having fun. Inside Ford’s European proving ground near Lommel, Belgium, the director of Global Performance Vehicles is drifting through the corners of the handling track in his latest ­project, the Focus ST, adjusting the car’s angle of attack with the right pedal. We notice that when Capito gets back on the gas, the rear of the car comes back into line. In most front-wheel-drive cars, this move would provoke understeer. But the Focus ST is unlike most front-wheel-drive cars.

    The Focus ST is also a work in progress. Ford invited us to Belgium to witness the late stages of the car’s development. What’s left to do at this point is the fine tuning, the detail work that separates a great car from one that’s merely good. Under the hood lies Ford’s direct-injected, 2.0-liter turbocharged four-cylinder, bookended by redesigned intake and exhaust systems. U.S.-market output figures have not been announced—it doesn’t go on sale here until late 2012—but the engine makes 247 horsepower and 266 pound-feet of torque in Europe.

    Rest assured, our figures will be close. According to Capito, every car in every region will be the same, with the same engine, the same suspension, same tires, same brakes. This is a departure from stand­ard Ford protocol, but Capito has a knack for navigating around the bureaucracies that are typical of large companies. If his name sounds familiar, it’s because this German has as much motorsports experience as a Schumacher. He ran Red Bull Sauber’s F1 campaign from 1998 to 2001. Before that, he headed Porsche’s racing efforts. And before that, he won the truck category in the 1985 Paris–Dakar rally. A story that speaks to his racer’s ingenuity: In the previous Focus ST (an offshoot of the not-for-the-U.S. second-generation Focus), he wanted higher-quality top-grain leather for the steering wheel, but internal regulations forbade this, even for a specialty car. Learning that perforated leather requires the use of the better cowhide, Capito made a new request for perforated leather that circuitously granted him his steering wheel.

    The new ST’s tiller will be very close to that of the old car’s, says Capito. “I like a simple steering wheel. It’s something I have to keep the designers away from.” The wheel is connected to a variable-ratio rack that is slower in the middle and quicker on the ends. (Common to Porsches, this is the only such application in Ford’s current lineup.) In between is electric power assist, which is the heart of the car’s torque-steer-compensation system. When the system senses an imbalance of torque to the front wheels, it reduces the steering assist in the direction the steering wheel would normally be yanked. The result, we’re told, is similar to that of the Revo­Knuckle strut from the previous Focus RS (a 300-hp Focus also never seen stateside) but without the extra cost and weight of the advanced strut design.

    The Global Performance Vehicle division’s mission dictates that every vehicle, including the Focus ST. must be profitable. So changes from the regular Focus are applied economically. The 12.6-inch front brake rotors, 1.7 inches larger in diameter, are gripped by new calipers, but the front suspension is largely unchanged with the exception of spring and damper tuning. At the rear, the main revision is how the ends of the anti-roll bar attach to the suspension. Instead of the standard Focus’s connection to the lower suspension links inboard of the coil springs, the ST links the bar directly to redesigned knuckles. The outboard connections improve the anti-roll bar’s effectiveness because the outer ends of the bar move more in concert with wheel motion.

    The only major interior change is the availability of Recaro seats, which offer excellent torso and shoulder support but are still easy to enter. The Focus ST comes with an Active Sound Symposer system under its hood to pipe engine noise into the cabin. The “active” part involves a butterfly valve to control the noise level so that the engine is barely audible in sixth-gear highway cruising, then becomes louder when you get on the gas.

    In the interest of economies of scale, the intercooler is from the Ford parts bin, as are the automatic grille shutters found on the fuel-sipping Focus SFE. In the ST, the shutters help turbo cooling at high speeds. The Focus ST uses the same brake-based electronic Torque Vectoring Control (eTVC) found on lesser Focuses. Purists will see this as an electronic Band-Aid, especially because the system is always active to support high-speed cornering, even with the stability control fully switched off. But as far as we can tell, the system works. It’s what allows ­Capito to bring the ST in and out of a drift through corners and lets Ford get away with such a tail-happy chassis setup.

    On the subject of persistent traction assistance and electromechanical antidotes to torque steer, Capito thinks these are fine on a daily driver like the ST. It wouldn’t be appropriate on a more extreme car like the old RS, which sacrifices comfort for perform­ance. He offers the comparison: “The ST is like a dolphin, and the RS is like a shark.”

    So how does this dolphin swim? At this point in its development, quite well. For ­comparison, Ford has assembled the previous Focus RS, a Renault Mégane RS, and a Volks­wagen GTI. All are driven around the high-speed oval, on various re-creations of worldwide roads, and on the handling track. The ST’s true bogey is the 200-hp GTI, which is the bestselling hot hatch in numerous markets and an enthusiast icon.

    The more powerful ST should be quicker than the VW—we predict a 6.1-second 0-to-60 time—while returning similar fuel economy. The GTI’s brilliance transcends the numbers; from the passenger’s seat, though, it looks like the Focus ST trumps the VW in most categories. Directional changes feel sharper, and the front end tracks true even under power. Whereas the ST exhibits some playful back-end slip, the rear of the GTI stays planted, which is a less entertaining way to get around a corner. The Focus is comfortable and not just because of the better seats. It’s hushed at high speed and handles bumps with minimal suspension and tire noise; pockmarked road surfaces and high-frequency bumps are filtered out.

    And yet Capito’s team isn’t finished. He admits that there’s room for more steering feedback. And that the shifter isn’t quite right yet, as it doesn’t have the solid feel of the previous ST’s. The engine note sounds slightly artificial and lacks any turbo clues. He agrees that the occasional sound of a blowoff-valve release would be appropriate and that he wants more low frequencies coming through the sound tube to give the tone more weight.

    But as we said, these are the final touches. Even so, we’re left to guess at a lot, including the Focus ST’s price. Given the constant references to the GTI, we think Ford will try to stab VW in the heart and come in at $25,000—nearly identical to the price of the GTI five-door.     Kevin Johnson’s charter schools have long angered unions. Now teachers there may join one.

    A majority of teachers at the St. Hope Public Schools charter system have signed a petition to become members of the Sacramento City Teachers Association, the labor union announced Wednesday.

    If completed in the coming months, as SCTA officials expect, the marriage of the activist-style teachers union and the charter school system founded by former Mayor Kevin Johnson would be an odd pairing within the Sacramento City Unified School District.

    No other independent charter schools in the district have unionized, and education labor leaders have long been critical of Johnson and his wife, Michelle Rhee. The Sacramento teachers union has remained an ardent opponent of St. Hope since it won school board approval to convert Sacramento High School to a charter campus in 2003.

    Rhee is a prominent advocate for charter schools, chairs the board for St. Hope and is the former chancellor for Washington, D.C. public schools, where she drew controversy for bucking the teachers union.

    “It used to be insurance companies and the trial lawyers doing the big fight,” said Sacramento political consultant Andrew Acosta. “Now you have this becoming much more of teachers unions vs. charter school playing itself out.”

    The Sacramento teachers union has eyed St. Hope schools for years. John Borsos, executive director for the labor group, said there have been periods since the school system was created more than a decade ago that educators expressed an interest in trying to organize.

    “From the moment St. Hope was created, there was always a belief that if educators decided it was right for them, then being unionized made sense,” Borsos said.

    St. Hope has more than 1,600 students and 100 teachers in four schools: Sacramento Charter High, P.S. 7 Middle School, P.S. 7 Elementary and Oak Park Prep. Its largest school – the high school – has more than 900 students and occupies the former campus of Sacramento High School. The city’s oldest high school, Sacramento High faced possible state takeover in 2003. It closed in June and reopened the next fall as a charter. Within a few years, its graduation rates improved and academic performance improved and its dropout rates fell. By 2009, more than 70 percent of its graduating class was accepted to a four-year college.

    Stephanie Farland, a consultant on charter school oversight in California, said she sees the benefits that students can receive when there is no labor agreement. But she also sees the price that young or new teachers pay because of high involvement, home visits and long hours.

    “Charter schools often are successful because they have highly engaged and involved staff,” said Farland, executive director of Sacramento-based Collaborative Solutions for Charter Authorizers, which works with school districts and county education offices in California.

    One of the reasons, she said, is that “most charters don’t have union rules they have to follow. They really work the teachers pretty hard.”

    That translates into historically high turnover rates and burnout, she said. “While they are there, they are doing a great job,” Farland said. “But once they burn out, there are really no protections for them.”

    She said she understands the need for teachers to be paid well and fairly. “But for the charters that are successful and have high expectations for teacher involvement, I think unionization is going to hurt that.”

    Statewide, about 30 percent of charter schools had some form of collective bargaining agreement or representation in 2015, according to the California Charter Schools Association.

    “I think it has a lot to do with the national political context,” Borsos said. “I think there’s a lot of uncertainty and concern. And I think that one thing the labor movement has represented is stability, job security and professional advocacy. And the national turmoil has percolated down into the communities. I think people are feeling the turbulence.”

    Borsos said the labor group expects that “when people see the success that St. Hope educators have,” teachers at other charters will want to join in.

    The SCTA cited a lack of transparency and high turnover as key issues with the St. Hope system.

    Kingsley Melton, a law and public service teacher at Sacramento High, was among those who talked to co-workers about signing the SCTA petition.

    “It was not easy,” Melton said of those conversations. “But it was easy to talk about the issues. We’re all in agreement: teacher turnover, lack of voice in the decision-making process involving kids and financial transparency.”

    Melton, 40, said some teachers were worried about their own job security. But he said he and others are devoted to the school.

    “I do believe wholeheartedly in our school’s mission and vision,” he said, describing the mission as providing students skills and the mindset to graduate from college. “I see unionizing as the best way to do that.”

    Dominique Amis, chief operating officer for St. Hope, said in an email that any unionization may change the culture of success in the school system.

    “We recognize that there are improvements we can make to ensure our staff feel valued and supported,” she wrote. “We think the best way to do this is through direct, collaborative conversations and actions with our staff rather than combative contract negotiations driven by external parties. The flexibility, autonomy, and collaborative environment we have built at St. Hope has dramatically improved the academic performance and outcome for our students.”

    She said that any form of unionization “may challenge the environment and culture of success we have built and prioritize the desires of adults over the needs of our students.”

    Amis cited the high school’s strong record of graduating more college-eligible African American male students than all other high schools in the district. The college-eligible rate for the entire high school, she said, is 98 percent. In 2003, by contrast, just 39 percent of the graduating class was college eligible, she said. The high school serves a mostly minority population.

    SCTA submitted a petition signed by a majority of teachers, psychologists and counselors to the state Public Employment Relations Board on Friday.

    J. Felix De La Torre, general counsel for the employment relations board, said the agency sent a letter to St. Hope Public Schools on Tuesday asking administrators to post notices of the labor effort at school sites for 15 working days.

    De La Torre said the school system has the option of filing an objection to the unionization based on procedural or other grounds, and those objections would be investigated.

    St. Hope also has 20 days to provide the agency with a list of all employees in the proposed labor unit and their job classifications.
